| Overview : The Support to Civic Education Project I (SCEP) was launched in 2006 and established Trust Fund for financing civic education projects executed by Angolan Civil Society Organizations (CSOs), Media and Electoral Management Bodies. In spring of 2008, the project was evaluated by an independent donor consultant mission, which concluded that SCEP met an urgent and long-term educational and institutional capacity development need of citizens in Angola. In fall of 2008, UNDP explored the feasibility of a follow-up civil society strengthening and civic education initiative, by consulting stakeholders of the GoA CSOs, and representatives of several donor agencies. There was a broad consensus that the participation of CSOs in the 2008 electoral process was constructive; and that means for constructive collaboration between governmental institutions and the nongovernmental sector should be explored. The present project, representing SCEP II, has been developed to propose a continuation of civic education services to be provided by Angolan CSOs to Angolan populations through the Trust Fund; to build the institutional capacity of those organizations; and to facilitate community-based data-collection initiatives that may contribute to evidence-based planning and project implementation efforts of municipal authorities. The project is of significance as it enhances the local governance and decentralization efforts within UNDP, by enabling local administrations to join CSO-facilitated community-based assessment and planning exercises for socio-economic development, especially at local level. The UNDP contributes to the GoA’s and UNDAF for 2009-2013 by administering its Decentralization and local Governance Unit(DLG) capacity development Action programmes for provincial, municipal administration in the area of socio-economic development planning and project implementation; and by facilitating civic education services through Angolan civil society organization(CSOs). The United Nations Develpment Programme in Angola through its Support to Civic Education Project, is inviting tenders to train Angolans CSO on Community Driven Development leading to Evidence Based Municipal Planning.
