Contracting of Services for the Technical and Operational Support for the Task Force for Decommissioned Combatants and their Communities (TFDCC) of the Moro Islamic Liberation Front (MILF)

The Procurement Team of the United Nations Development Programme (UNDP) invites service providers to apply for eligibility and to bid for the “Technical and Operational Support for the Task Force for Decommissioned Combatants and their Communities (TFDCC) of the Moro Islamic Liberation Front (MILF).”

The Government of the Republic of the Philippines (GPH) and the Moro Islamic Liberation Front (MILF) signed the Framework Agreement on the Bangsamoro (FAB) in October 2012. The FAB laid down the principles for the establishment of an autonomous political entity for the Bangsamoro, as a way of recognizing their distinct history and their aspirations as distinct people. After the completion and signing of both Parties of the four (4) annexes mandated under the FAB, the Parties signed in March 2014 the Comprehensive Agreement on the Bangsamoro (CAB). Articulated in the CAB is the creation and operationalization of joint transitional bodies and mechanisms that would facilitate the implementation of various agreements leading to the establishment of the Bangsamoro Government, and the gradual normalization of conflict-affected areas and their transformation into peaceful and progressive communities.

Among these mechanisms is the Task Force for Decommissioned Combatants and their Communities (TFDCC), which was mandated to “undertake all efforts related to socio-economic and development programs for MILF combatants and their communities identified under the Normalization Annex of the Comprehensive Agreement on the Bangsamoro.” The Task Force shall assist the Peace Implementing Panels in identifying and implementing socio-economic priorities and development projects that will address the needs of MILF combatants and their communities.

To effectively carry out their mandate, the MILF-TFDCC is in need of technical and operational support, through the engagement of a full-time secretariat and the provision of mobilization assistance for programs and activities for decommissioned combatants and their communities.

In this context, the project requires the services of a service provider to mainly function as the MILF-TFDCC Secretariat and manage the administrative, operational and technical requirements of the Task Force for the duration of its engagement.

The abovementioned Bidding Documents shall be released to all interested participants from March 26 to April 2, 2018 only.  The Bidding Documents shall contain all instructions on the rules, procedures, dates and other schedules.

UNDP reserves the right to reject any or all the bids, waive any defect or informality therein, accept the bid and award the contract to the most advantageous offer to the UNDP, for and in behalf of the project.  UNDP assumes no responsibility to compensate or indemnify the bidder for any expense or loss that may be incurred for the preparation of bids, nor does it guarantee that an award will be made.
