Contracting of Services for Technical and Administrative Support for the Coordinating Committee on the Cessation of Hostilities of the Moro Islamic Liberation Front (MILF-CCCH)

 

The Government of the Republic of the Philippines (GPH) and the Moro Islamic Liberation Front (MILF) signed the Framework Agreement on the Bangsamoro (FAB) in October 2012. The FAB laid down the principles for the establishment of an autonomous political entity for the Bangsamoro, as a way of recognizing their distinct history and their aspirations as distinct people. After the completion and signing of both Parties of the four (4) annexes mandated under the FAB, the Parties signed in March 2014 the Comprehensive Agreement on the Bangsamoro (CAB). Articulated in the CAB is the creation and operationalization of joint transitional bodies and mechanisms that would facilitate the implementation of various agreements leading to the establishment of the Bangsamoro Government, and the gradual normalization of conflict-affected areas and their transformation into peaceful and progressive communities.

Among these mechanisms, the GPH and MILF Coordinating Committees on the Cessation of Hostilities (CCCH) are mandated to ensure the implementation of the GPH-MILF agreements pertaining to general cessation of hostilities in Mindanao in order to provide an atmosphere conducive to the peace negotiation and the peace process, in general.

In this context, the project requires the services of a service provider to support the operations of the MILF-CCCH through the provision of appropriate technical and administrative assistance for daily office operations and mobilization for MILF-CCCH programs and activities focused on the following: (1) support for monitoring of GPH-MILF peace agreements on general cessation of hostilities; (2) support for local dispute resolution/settlement initiatives; and (3) support for peace advocacy initiatives.

The abovementioned Bidding Documents shall be released to all interested participants from March 26 to April 2, 2018 only.  The Bidding Documents shall contain all instructions on the rules, procedures, dates and other schedules.

UNDP reserves the right to reject any or all the bids, waive any defect or informality therein, accept the bid and award the contract to the most advantageous offer to the UNDP, for and in behalf of the project.  UNDP assumes no responsibility to compensate or indemnify the bidder for any expense or loss that may be incurred for the preparation of bids, nor does it guarantee that an award will be made.
