Climate change is one of the greatest challenges facing the world’s environment, society and economy today. Its impacts can already be seen across the globe, and Jordan will not be immune. Jordan has ratified the United Nations Framework Convention on Climate Change (UNFCCC) in 1993 and MoEnv became the national focal point for climate change  convention in Jordan.

The country started its efforts within the UNFCCC in 1996 with a program supported by the Global Environment Facility (GEF) and managed by UNDP for national capacity building in documenting national emissions of greenhouse gases and preparing Jordan’s Initial National Communication (INC) to the UNFCCC. Also Jordan was the first developing country to submit its INC to the secretariat of the UNFCCC in 1997.

UNDP continued its support to the government by developing a pioneering National Policy on Climate Change in 2013. The policy has been developed with a dual objective in mind. The first is to strengthen Jordan's capacity to respond to the detrimental impacts of climate change expected to add a multiplying effect to current challenges in sectors like water and agriculture. The second is to strengthen Jordan's global stewardship in addressing options to reduce emissions while achieving sound and sustainable developmental objectives especially in the various sectors of energy. Since 2013, the policy outlined the backbone for climate change agenda in the country, which has been seriously under implementation by the Ministry of Environment.

In 2009, the work on climate change was pursued by developing the Second National Communication which came to highlight the importance of adaptation measures, recognizing Jordan’s scarce water resources and possible negative effects of climate change on them. In November 2014, UNDP supported the MoEnv to develop the Third National Communication (TNC) on Climate Change; the report provides a long-term, scientifically sound description of the projected impacts of climate change on Jordan as well as a comprehensive mitigation and adaptation assessment and a detailed inventory of GHG emissions. UNDP in cooperation with the Ministry of Environment has recently submitted Jordan first Biennial Update report to UNFCCC secretariat during climate change COP23 which was held in Bonn, Germany. The report includes an update of the GHGs emissions for the years 2010 and 2012 associated with establishment of a national Measurable, Reportable and Verifiable (MRV) system.
