Overview :

The United Nations Development Programme (UNDP) Mongolia office announces the procurement notice for assignment of NATIONAL CONSULTANT – INTELLECTUAL PROPERTY EXPERT for Strengthening human resources, legal frameworks, and institutional capacities to implement the Nagoya Protocol (ABS project).

A.      Qualifications of the successful candidate

Education:

·       University degree in law, social sciences, international affairs, public policy, environmental studies, conservation biology, community development, biotechnology or a closely related field, or another field combined with relevant work experience.

·       Postgraduate degree in relevant field is an asset.

 

Experience:

·       At least 5 years of demonstrated professional experience in intellectual property rights issues;

·       Substantial experience in collecting and analysing qualitative as well as quantitative data;

·       Experience in biodiversity conservation and/or biotechnology transfer is an asset;

·       Well understanding of ABS concept, traditional knowledge associated with genetic resources is an advantage;

·       Demonstrated experience in developing policy and legislative documents including guidelines, procedural manuals and etc is desired;

·       Experience in dealing with international and national experts/institutions and familiarity with government process is desired.

 

Competencies:

·       Highly organized person, sets priorities, produces quality outputs, meets deadlines and manages time efficiently;

·       Demonstrates integrity and ethical standards;

·       Ability to present complex issues in simple and clear manner;

·       Ability to maintain overview in complex work situations, self-starter;

·       Ability to think out-of-the-box and works toward creative solutions by analysing problems carefully;

·       Work well in a team or independently to advance the priorities of the project and UNDP as a whole;

·       Projects a positive image and is ready to take on a wide range of tasks;

·       Shares knowledge and is willing to provide support to others who request advice or help;

 

B.       Recommended Presentation of Offer

The following documents should be requested:

a)       Letter of Confirmation of Interest to conduct the assignment (downloadable from UNDP Mongolia website);

b)       P11 application form, indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the Candidate and at least three (3) professional references;

c)       Brief description of why the individual considers him/herself as the most suitable for the assignment, and a proposed work plan and methodology on how they will approach and complete the assignment. 

d)       Financial Proposal that indicates the all-inclusive fixed total contract price, supported by a breakdown of costs in Mongolian tugriks.
