Overview : The United Nations Development Programme (UNDP) supports the implementation of the Government’s Second National Development Plan (NDP II) and contributes to the delivery of the United Nations Development Assistance Framework 2016-2020 outcomes, while targeting its assistance in areas where UNDP has a comparative advantage. Anchoring on these frameworks, the UNDP Country Programme 2016-2020 is being delivered through two main portfolios: i) Inclusive and Effective Governance; and ii) Sustainable Inclusive Economic Development. The Rule of Law and Constitutional Democracy (RLCD) programme is one of UNDP’s flagship programmes under the Inclusive and Effective Governance portfolio. The programme aims at further consolidating rule of law and constitutional democracy in Uganda. One of the focus areas of the programme is to enhance capacity and nurture the independence of the institutions such as Equal Opportunities’ Commission (EOC). The Equal Opportunities Commission is a statutory body established by an Act of Parliament to effectuate Article 32(3) and Article 32 (4) of the Constitution of Uganda. The Equal Opportunities Commission is mandated to eliminate discrimination and inequalities against any individual or group of persons on the ground of sex, age, race, colour, ethnic origin, tribe, birth, creed or religion, health status, social or economic standing, political opinion or disability, and take affirmative action in favor of groups marginalized on the basis of gender, age, disability or any other reason created by history, tradition or custom for the purpose of redressing imbalances which exist against them, and to provide for other related matters. EOC is mandated to deliver services to the public and one of the mediums through which it can achieve its mandate is to invest in Information Technology (IT). Information Technology has been proven to be a strategic investment with impressive transformation in operations for various organizations. EOC therefore believes that if the right investments are made in key areas, there will be improvement in service delivery. The Commission thus needs to urgently leverage on IT in order to effectively deliver its mandate. As part of its mandate, EOC seeks to engage an independent and competent consultancy to provide technical expertise in the needs assessment of the integrated management information system for the Commission. The consultancy shall take lead but closely work with the EOC technical team in the entire process. The Consultancy will be expected to undertake and deliver the assignment between February 2018 and March 2018. Introduction: The Commission with support from UNDP therefore seeks for technical and financial support to conduct a needs assessment for an Integrated Management Information System for EOC. The proposed integrated management information system will act as the centralized repository of all information at the commission. An electronic document management system will store all documents submitted to the commission. It is imperative that the Commission digitalizes all its records so that all interested parties and the general public can access Tribunal decisions. This will ensure consistency in decision making and establish accessible precedents. An e-complaints management system can enable the liaison officers at the district to receive complaints on behalf of the Commission and subsequently submit them to the Commission on-line. UNDP will procure competent consultancy services for this activity. Objectives: The objective of this assignment is to undertake a needs assessment for an Integrated Management Information System as detailed below: - To conduct a System Feasibility study for the Integrated Information Management System for the EOC;
- To undertake Project and Requirements Planning for User Requirements analysis and Cost estimation for the project;
- To conduct System Requirements and Specification Analysis for the complete specification of the software system and detailed study of the requirements;
- To create an Architectural & High-Level Design that defines how software functions will fulfil the design;
- To create a Detailed Design and develop algorithms for each architectural component.
