Overview :

The Resilience and Preparedness toward Inclusive Development (RAPID) Program is a capacity development program in support of the long-term recovery of Local Government Units (LGUs) and communities in Yolanda-affected areas. It is implemented by the United Nations Development Programme (UNDP) - Philippines and the Australian Government.

The RAPID program aims to strengthen the approaches and actions on Disaster Risk Reduction (DRR) and Climate Change Adaptation (CCA) at the local level by capacitating its target LGUs and communities on disaster risk assessment and mainstreaming these outputs in development formulation and preparedness planning. The project is being implemented to municipalities located along the coastline of San Pedro Bay and Leyte Gulf which are: Tacloban City, Palo, Tanauan, Tolosa, Mayorga, MacArthur and Abuyog in Leyte, Basey and Marabut in Samar, and Lawaan and Balangiga in Eastern Samar.

 

The Program has seven project outputs and these are as follows:

  • Output 1: Climate and Disaster Risk Information and Tools

  • Output 2: Preparedness and Mitigation Actions

  • Output 3: Capacity Building

  • Output 4: Mainstreaming of Climate and Disaster Risks in Local Plans

  • Output 5: Building Resilience of the Poor and Vulnerable

  • Output 6: Knowledge and Information Sharing

  • Output 7: Community-Based Disaster Risk Reduction and Management

     

    For Output 1, the development of a Climate and Disaster Risk Tools aims to determine the nature and extent of risks by analyzing potential hazards and evaluating existing conditions of vulnerability and adaptive capacity. This output is primarily the establishment of the Climate and Disaster Exposure Database (ClimEx.db). This is a set of software and tools that will enable the RAPID Partner LGUs to collect, access and visualize relevant and timely information such as the structural, demographic, and socio-economic profile of households, production areas, buildings, and landmarks. ClimEx.db, along with the different hazard, land use, and natural resource maps will be used as bases for the formulation of the Climate and Disaster Risk Assessments (CDRAs) as part of the enhancement of the Comprehensive Land Use Plans (CLUPs) along with other development-oriented plans.

    The Housing and Land Use Regulatory Board (HLURB) was mandated as the planning, regulatory and quasi-judicial instrumentality of government for land use development. RAPID entered into a Memorandum of Agreement (MOA) with HLURB for the enhancement of CLUPs of the Program’s 12 partner LGUs. The agreement includes the composition of a planning team to assist in the preparation of the climate and disaster risk-sensitive CLUPs. The abovementioned planning team will also provide oversight, guidance and technical assistance to the 12 LGUs.

    For this purpose, a module development workshop for the utilization of the ClimEx.db into the CLUP enhancement, particularly under the Climate and Disaster Risk Assessment (CDRA) module, is essential to capacitate the HLURB core planning team in the integration of the needed exposure data to the on-going CLUP development. The HLURB planning team will in turn continue to provide assistance and supervision to the 12 LGUs for the latter to fully employ the ClimEx.db system.

    Furthermore, an Advanced ClimEx.db Application Training and Data Clean-up Activity with representatives from the 12 partner municipalities will also be conducted and facilitated by the consultant. The Advanced QlikSense Training will serve as an upgrade to their basic knowledge of the software. Also, this will empower the LGUs to create their own survey forms using Open Data Kit (ODK), an open-sourced data gathering tool employed by RAPID in consonance with QlikSense. The two freeware along with the data server constitutes the ClimEx.db system.

    The Data Clean-up Exercise meanwhile will enable the LGUs to refine their municipality’s survey data. Hence, making it more accurate, manageable and ready for report generation. All these activities counting the preparation, manual/ module development phase, and system troubleshooting will be covered by the consultant.

 

SCOPE OF WORK

For the engagement with HLURB, the consultant is expected to perform the following duties:

  • Conduct a workshop that centers on the use of the QlikSense application to retrieve information essential to the development of the enhanced CLUPs of the 12 RAPID partner LGUs. The workshop should include but not limited to the following:

    • Brief overview of the ClimEx.db survey questionnaire to grasp the extent of the available data;

    • Understanding the ClimEx.db raw data;

    • Discussions on basic database concepts;

    • Navigation of the QlikSense desktop application;

    • Exporting data sets and filtered data;

    • Exporting of tables and charts;

    • Building HLURB’s Climate and Disaster Risk Assessment (CDRA) matrix;

    • Creating simple tables and charts without scripting; and

    • Creating simple tables and charts with simple dimensions and expressions.

  • Development of a dashboard in the QlikSense application with summary tables, graphs and charts customized in accordance with HLURB’s Supplemental Guidelines, specifically data requirements per Tables 4.4, 4.5, 4.6, 4.7 and 4.8 and other data on climate and disaster risk assessment (CDRA) needed for the integration process.

  • Draft the ClimEx.db QlikSense Basic Navigation Manual/Module. This should incorporate discussions on the uses and functions of the ClimEx.db desktop application. Examples and exercises such as data retrieval, export to CSVs, table and graph generation should be in relation to the datasets that will be used as stated in HLURB’s CLUP Guidebook.

  • Troubleshooting of issues that may arise from the ClimEx.db integration to the CLUP enhancement process effective within 2-months after the workshop.

  • Technical assistance and advice to the RAPID Staff, Partner LGUs and HLURB Core Planning Team in report preparations and presentations, also within 2-months after the workshop.

  • Prepare and provide training supplies/ kits to the participants.

 

For the Advanced ClimEx.db Application Training and Data Clean-up Activity with the RAPID partner LGUs, duties were as follows:

  • Impart on the participants complex knowledge and skills with regard to the use of QlikSense for their ClimEx.db survey data such as:

    • Retrieving data from the database;

    • Loading and producing maps;

    • Exporting data sets and filtered data;

    • Generating frequency distribution tables;

    • Generating reports based on identified indicators; and

    • Generating graphs, tables and charts with dimensions and expressions.

  • Discuss and arrange drills and exercises about the creation of an electronic form using ODK.

  • Discuss basic spreadsheet techniques for ClimEx.db survey data management.

  • Discuss data clean-up methods and practices.

  • Help LGUs in improving and refining their survey data.

  • Draft the ClimEx.db Advanced User’s Manual and the ClimEx.db Data Clean-up Guidebook. These should incorporate presentations and examples discussed during the training.

  • Prepare and provide training supplies/ kits to the participants.

 

INSTITUTIONAL ARRAGEMENT

The consultant shall be engaged and directly paid by UNDP.

For the duration of the contract, the consultant shall report to the UNDP through the Inclusive and Sustainable Development (ISD) Unit in the delivery of the terms of reference. Reporting is output-based and all reports must be submitted to UNDP-ISD. Final outputs should be formally accepted by the UNDP-ISD before any payment is made.

DURATION OF WORK

To undertake the tasks, procedures, and expected outputs, the consultant shall be engaged for a period equivalent to four (4) man-months commencing upon signing of the contract and will be valid until all outputs have been delivered and accepted. The target start-of-work date is June 5, 2018 and the expected completion date is October 5, 2018.

DUTY STATION

The consultant will be based in Manila but should be able to travel to the designated workshop/ training venue.  Also, he/she must be available for reporting to the UNDP-ISD office in Manila when the need arises.

SCHEDULE OF PAYMENT

Payment will be made in installments based on the following milestones/outputs:

  • First Tranche 15%  -  Signing of contract and submission of proposed program design and workplan;
  • Second Tranche 15%  -  Activity report on the conduct of HLURB’s Module Development Workshop with photo documentation and draft ClimEx.db QlikSense Basic Navigation Manual;
  • Third Tranche 15%  -  Activity report on the conduct of the Advanced ClimEx.db Application Training with photo documentation and draft ClimEx.db Advanced User’s Manual;
  • Forth Tranche 10%  -  Final version of the ClimEx.db QlikSense Basic Navigation Manual;
  • Fifth Tranche 10%  -  Final version of the ClimEx.db Advanced User’s Manual

QUALIFICATIONS

Education:

  • Bachelor’s degree or a diploma in any computer or programming related course;

Experience:

  • At least 5 years of experience in working with national agencies or local government units;
  • At least 3 years of working experience in QlikSense Desktop Application and Open Data Kit;
  • At least a year of experience in conducting trainings and workshops;
  • Knowledge of the ClimEx.db system;

Skills

  • Able to write technical and accomplishment reports;
  • Able to communicate and coordinate well with various project partners, local government units, and other stakeholders;
  • Able to work well with minimal supervision;

CRITERIA OF SELECTION PROCESS:

The offer will evaluated based on the Combined Scoring method – where the qualifications will be weighted a max. of 70%, and combined with the financial offer which will be weighted a max of 30%.
