This is Terms of Reference (ToR) for consultancy services to review national climate change training manuals, design training manual and conduct a training of trainers for UNDP-GEF full-sized project titled Implementing urgent adaptation priorities through strengthened decentralised and national development plans-ADAPT PLAN (PIMS#4958). The project is implemented by the Government of Malawi, through the Ministry of Natural Resources Energy and Mining with support from Global Environment Facility (GEF)-Least Developed Countries Fund (LDCF) and United Nation Development Programme (UNDP).  The project aims to establish and demonstrate the institutional framework required to mainstream adaptation into development planning at national and local levels, beginning with Ministries responsible for Agriculture, Water and Forestry and 3 pilot districts (Nkhatabay, Ntcheu and Zomba).  The Government and NGOs through different projects and programmes have developed several training manuals on climate change issues in order to address the capacity gap in the country. ADAPT PLAN is also promoting capacity development that ensures Climate Change Adaptation (CCA) and Community Based Adaptation (CBA) are mainstreamed in capacity development process in the country. It is within this context that the project would like to engage the services of a competent consultant to review the climate change adaptation training manuals that exist and currently available in Malawi so as to come up with the most up-to-date CCA training manual. The Consultant is also expected to conduct 2-3 days training of trainers in CCA for selected district staff. This training should also test and address reliability and validity of the manual.
