Overview :

Background:

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

Since 2012 UN Women Bangladesh Country Office has been working on Disaster Risk Reduction(DRR), Climate Change Adaptation (CCA) supporting disaster and climate vulnerable women from the most disaster-prone parts of the country and generating knowledge through series of research and studies to create evidence on how gender inequality drives vulnerability and marginalization and determine ways in which achieving gender equality can lead to a more resilient and empowered Bangladesh. UN Women’s efforts to mainstream gender in DRR/CCA & humanitarian policies strategies and actions, with the belief that such gender responsive DRR/CCA & humanitarian programmes and policies will lead to resilience building and empowerment of women and girls, is acknowledged by the stakeholders.  UN Women has been able to motivate some of the concerned parties through knowledge generation and sharing, advocacy and field operation as show case, to strive for achieving gender targets in Sendai framework.

UN Women together with UNDP and UNOPS have jointly developed a 3-year programme, the “National Resilience Programme”, combining its technical fields of expertise – notably in risk governance, disaster risk reduction, gender mainstreaming in policies and programmes, and infrastructure resilience. The National Resilience Programme aims to sustain the resilience of human and economic development in Bangladesh through inclusive, gender responsive disaster management and risk informed development. It will address national capacity to manage risks from natural hazards and achieving resilience against disaster and climate shocks and stresses. The programme will be implemented by 4 government agencies namely Department of Disaster Management (DDM), Department of Women Affairs (DWA), Programming Division of Planning Commission and Local Government and Engineering Department (LGED) with technical support from UN Women, UNDP and UNOPS

Objective

The overall objective of the baseline survey is to assess the current or the pre-programme implementation status of all relevant indicators. The baseline study will establish benchmarks for the effective project planning and implementation, as well as form the basis for progress monitoring of the achievement of the intended outputs and results, through the collection of qualitative and quantitative facts, figures and indicators of the situation at the beginning of the project.

Methodology

The baseline survey will be conducted by an external consulting firm and will work under the supervision and support of UN Women DRR-CC-HA team and DWA/MoWCA. The firm is expected to come with a detailed methodology for conducting the survey, taking into consideration the nature of outputs and outcomes in a given context. Appropriate sampling technique with respective tools will be developed in consultation with UN Women team before commencement of the survey.

The study should employ both quantitative and qualitative methods. Secondary data collection will include but no limited to review project document, log frame/results framework, other literature, documents and studies, government departments, and other UN Agencies, I/NGOs and CBOs. Primary data will involve sample survey of different target groups, focus group discussions, key informants interview.

4.2: Capacitating DMC members especially the women members and disaster volunteers (CPP, FPP) to become agents of gender equality and gender responsiveness in DRR enabling them to take leadership roles

4.3: Strengthening capacity of MoWCA to effectively engage at national, regional and international level promoting (GRR)

4.4: Improve capacity of MoWCA/DWA/ DDM to decrease during and post disaster GBV through training of staff members and developing awareness of vulnerable communities about the issue

4.5: Promote gender responsive resilience (GRR) through media

Output 5: Strengthened community preparedness, response and recovery capacities for recurrent and mega disasters.

5.1 Model developed for utilization of social safety net programmes to strengthen local gender-responsive resilience-building

  • No. of social safety net programmes (MoWCA) revised to meet disaster specific needs of women from the most vulnerable areas

5.2: Expansion of flood early warning and preparedness for timely dissemination to men, women and people with disabilities

  • Percentage of women from the project communities self-reporting receipt of early warning messages (at the wake of disaster)
  • No. of people (disaggregated by gender, age and disability) benefiting from increased access to early warning information from FPP expansion

5.3: Resilient and empowering livelihoods for women living in areas of highest risk of climate change impacts

Indicator(s):

  • No of women in the project area pursuing nontraditional livelihood options contributing to their resilience building
  • Percentage of NRP's target women getting livelihood support with an increase in income

5.4:  Enhanced knowledge and innovation to tackle new and emerging risks at community level

  • Percentage (xx%) of Women involved in the project that self-report decreases assets loss (in case of disaster) compared to previous disasters

Study Area

The consultant/firm will conduct the survey in 10 Upazilas of 5 districts by determining a suitable sample size from 20 Unions:

Areas to be covered by baseline survey:

  • Koyra & Dacope of Khulna District 
  • Munshiganj and Kaliganj of Satkhira District
  • Chokoria and Teknaf of Cox’sBazar District
  • Islampur and Dewanganj of Jamalpur District\
  • Kurigram Sadar and Chilmari of Kurigram District

Expected Deliverables

 

  • A brief inception report (maximum 5 pages) outlining the approach/methodology and execution programme/timetable. This report shall be submitted for review and approval by UN Women within five (5) days after the signing of the contract before commencement of the work.
  • Data collection tools which shall be submitted within 7-10 days after acceptance of the methodology for review and approval by UN Women
  • Draft survey report which shall be submitted within five days after completion of the field work and shall be accompanied with the raw data as collected by the data collection tools.
  • The final report which shall be submitted within 5 days after receiving UN Women’s inputs on the draft report.

Required competencies:

Advised to propose a team for conducting the baseline survey. The consulting firm/NGO will ensure that relevant members from the assignment execution team should possess the following experiences, skills and competencies:

  • Minimum 5-7 years experience in designing, implementing, managing and coordinating baseline survey/research/assessment/etc.
  • The lead researcher and the members of the team should have excellent academic and research background and have proven track record in conducting similar assignment
  • The team should have research experience on Disaster Risk Reduction, Resilience Building, Women Empowerment and Gender Equality issues
  • Knowledge and experience of using research/survey concept, approaches, tools, techniques, methodologies, sampling, etc.
  • Experience in qualitative and quantitative data collection, validation, entry and analysis using statistical software and drafting skills
  • Strong analytical skills on gender analysis in overall aspects of survey designing and conducting
  • Excellent communication and facilitation skills as well as fluency in English
  • Ability to work collaboratively with multiple and groups
  • Ability to produce high quality work under tight timeframes
  • Evidence of having undertaken similar assignments
  • Ability to develop high quality research reports in English 

Duration of the assignment:

The survey is expected to be completed within 40 working days between July and September 2018.

Evaluation Process:

The consulting firm/NGO will be evaluated based on the following methodologies:

  • Will be evaluated against a pre-determined set of weighted technical criteria in accordance with described ToR
  • Only organization/firm obtaining a minimum of 70% of the total in the Technical Review will have their financial proposals reviewed
  • Then a cumulative analysis of technical and financial evaluation will be done and the award of the contract will be made to the proposer having highest score.

* Financial Criteria weight:  30%

Bid Requirements:

The Offer should contain a technical and a financial proposal which includes

  • A suitability statement, including commitment to availability for the entire assignment.
  • A brief statement of on the proposed study methodology including a detailed work plan.
  • A financial proposal, including detailed cost per major activity.
  • Updated curriculum vitae of the lead consultant and his/her associates that clearly spell out qualifications and experience to be attached as an annex. This should include the contacts of 3 organizations that have recently contracted the consultant to carry out a baseline.
