PROCUREMENT NOTICE 2018-INT-001 (RE-ADVERTISEMENT)

INTERNATIONAL CONSULTANT  

 

The United Nations Development Programme (UNDP) Mongolia office announces the procurement notice for assignment of INTERNATIONAL CONSULTANT to develop a methodology for strategic plan of public sector organization for “Toward a Professional and Citizen-Centered Civil Service in Mongolia” Project.

If you meet the qualifications of the announced vacancy, please submit the following documents by the deadline 4 July 2018 11:00 a.m. local time (GMT + 9).

When submitting your application, it can be made in electronic submission to bids.mn@undp.org:

A.      Qualifications of the successful candidate

·      Master’s degree in public administration, business administration, and other related fields;

·      At least 10 years of professional experience in strategic planning, including planning or organizational change management, result-based management planning experience with public sector agencies;

·      Prior work experience in public service or public service reform is an asset;

·      Prior work experience with public sector agencies of developing countries is an asset;

·      Knowledge of Sustainable Development Goals (SDGs) and means for integrating SDGs in national and local planning;

·      Excellent communications and facilitation skills;

·      Fluent English (written and oral);

B.       Recommended Presentation of Offer

The following documents should be requested:

a)       Duly accomplished Letter of Confirmation of Interest and Availability using template provided by the UNDP;

b)       Personal CV or P11 application form, indicating all experience from similar projects, as well as the contact details (email and telephone number) of the Candidate and at least three (3) professional references;

c)       Brief description of why the individual considers him/herself as the most suitable for the assignment, and a proposed work plan and methodology on how they will approach and complete the assignment.

d)       Financial Proposal that indicates the all-inclusive fixed total contract price, supported by a breakdown of costs, as per template provided.
