Overview :
  • Background
  1. At the 19th Meeting of the Parties to the Montreal Protocol on September 17-21, 2007, the Parties agreed to adjust their commitments related to the phase-out of HCFCs. China, as Article 5 country, should freeze production and consumption of HCFCs in 2013 and reduce HCFCs production and consumption by 10% in 2015, by 35% in 2020, by 67.5% in 2025 with a phase-out in 2030, while allowing for servicing an annual average of 2.5 per cent during the period 2030 to 2040.
  2. At the 65th Meeting of the Executive Committee, Sector Plan for HCFCs phase-out in the solvent sector in China (Stage-I), addressing 2013 and 2015 targets, was approved with UNDP as the implementing agency. Total approved funding was US $ 5,000,000. Under this sector plan, 9 solvent enterprises participated in HCFCs phase-out activities and phased out 638.11 MT HCFCs from 2011 to 2016.
  3. The Sector Plan for HCFCs phase-out in the solvent sector in China (stage -II) was approved at the 77th Ex.Com Meeting in 2016. According to the sector plan, medical devices sub-sector was proposed to achieve a complete phase-out of HCFCs by 2020, for the following reasons: 1) the HCFCs consumption in the medical devices took a large proportion in the whole solvent sector; 2) the production process and technical standard for final products using HCFCs in medical devices sub-sector are similar which facilitated the phase-out activities in this sub-sector; 3) the phase-out of HCFCs in the medical devices sub-sector has been proven and achieved a remarkable success in stage I.
  4. As proposed in the solvent sector plan, the ban on the use of HCFCs as silicone oil thinner and detergent in the medical devices sub-sector is expected to be issued in order to complete the phase-out of HCFCs by 2020. FECO is trying the best to sign the phase-out contracts with enterprises from this sub-sector to the extent possible. For the timely issuance of the ban, it is essential to conduct the research on the potential impacts of the ban on the social, economic and environmental aspects, and to collect the opinions from the industry. This study should also identify measures to minimize any negative impact that may impose on enterprises.
  • Objective
  1. The objective of this assignment is to select a consultant unit 1) to collect the information of the medical devices sub-sector through on-site visits to the enterprises and questionnaire 2) to organize consultation meetings to figure out the assistance that the enterprises may need in phasing out HCFCs, 3) to provide evaluation reports on the impacts of issuance of the ban on using HCFCs in the medical devices sub-sector and propose the recommendation to address those impacts, and 4) to complete the draft of the ban.
  • Work Content
  1. Formulate plans of both questionnaire survey and on-site visit to enterprises, in which concentrated manufacturing areas of medical devices throughout the country should be listed.
  2. Develop the questionnaire of survey which should at least cover the following items: basic information of enterprises, usage and consumption amount of HCFCs, alternative selection intent and expected assistance while converting, etc.
  3. Distribute the questionnaires to at least 60 enterprises from medical devices sub-sector.
  4. Carry out on-site visits to at least 10 enterprises from the medical devices sub-sector that haven’t participated in HCFCs phase-out projects yet.
  5. Prepare evaluation reports on the conditions of medical devices sub-sector and HCFCs consumption status. The reports should include but not limited to:
    1. The profile of medical devices sub-sector, such as the number of enterprises and production capacity. Names of visited enterprises should be listed;
    2. Status of the equipment of visited enterprises;
    3. HCFCs consumption status of visited enterprises, and the consumption scale of the entire sub-sector;
    4. HCFCs alternative, alternative application status, difficulties and challenges encountered in phase-out process;
    5. The analysis of potential impacts of the ban on the social, economic and environmental aspects, etc.
    6. Provide advice or suggestions to assist enterprises of medical devices sub-sector to implement HCFCs phase-out activities smoothly.
  6. Propose the draft ban with the evaluation report on the impacts of issuance of the ban.

  • Qualification of consultant
  1. The procurement method of opening bidding will be used for this assignment. FECO will issue an opening bidding to recruit a consultant unit.
  2. The required qualifications of the consultant unit include:
    1. Familiar with solvent industry and the medical devices sub-sector, and rich in experience of industrial-level survey;
    2. Familiar with on Multilateral Fund projects of Montreal Protocol and the Sector Plan for phase-out of HCFCs in the Solvent Sector will be an advantage;
    3. Familiar with HCFCs alternative technologies.

  1. be cooperative and have excellent inter-personal skills
  2. experience of working with administrative departments, associations, or international organizations is preferred;
  3. at least one year working experience in project management, or chemical industry, or environmental management. The working experience in solvent industry is highly preferred.
  4. Willing and able to travel frequently within China.
  5. at least one team member has extensive knowledge on the solvent industry;
  6. at least one team member is familiar with process of policy and regulation preparation and procedures to issue bans.

  • Schedule
  1. The lump-sum contract will be used. The duration of this assignment is estimated to be from April, 2018 to April, 2019.
  • Budget ( 1 USD=6.3 RMB Yuan)
  1. The 10 enterprises will mainly locate in Jiangxi, Jiangsu and Zhejiang provinces. This assignment will need 140 persons/day in total. The reimbursable expense includes travel, office accommodation, equipment and printing, meeting and so on. The ceiling for travel is USD 350 per enterprise and the ceiling for per diem allowance is USD 90 per day. The fund will be supported by the sector plan for phase-out of HCFCs in the solvent sector in China Stage II
