BACKGROUND | We all know the infamous ‘Kodak moment’: finding ourselves irrelevant in a fast-changing world. While that ‘moment’ may not exactly be what we, as UNDP in the Philippines is confronting now – we are far from irrelevant – we do need to adapt to an external environment that is rapidly changing and is increasingly extremely competitive. We must keep pace with that change. Philippines as a Middle-Income Country (MIC) requires this Country Office (CO) to rethink how we engage. Development expertise and financing of development is no longer largely the domain of external development actors. Project-based assistance – the staple of UNDP over many years - is increasingly less relevant. The key to meeting the SDGs and the Country’s own development aspirations, as our Development Finance Assessment showed, is to leverage the substantially increased availability of domestic resources (expertise and finances), both public and private. We need to move from the concept of ‘funding’ to ‘financing’ and exploit the capacities that are available from the full range of stakeholders involved or potentially involved in development. This requires reassessing how we work and what we bring to the table. What is needed from us is: (i) innovation; (ii) application of best practices that can be nationally contextualized and can be scaled up; (iii) strong research, analysis, and quiet advocacy to shape national policies and programs; (iv) targeted capacity and systems development to enable the country to effectively deliver national programs and to exploit its significantly enhanced fiscal space; and (v) the ability to integrate and cohere a variety of actors in development. We also now recognize more clearly that development by its nature is integrated and must be approached in a holistic way. As we now expect for our external environment, our internal structures, business processes and the way we behave and interact in the office must change. The “silo mentality” must disappear. We need to be a leader within the UNCT and marshal the capacities of other agencies to complement our own efforts – UN-wide reforms and our new UNDP Strategic Plan demand this of us. If we are to continue to be a partner of choice we need to be more visible for the good work we do and the ideas and insights we bring to the table. We must find the right balance between continuing the quiet supportive work we do with our partners and achieving greater recognition for UNDP as an organization. We must be seen both as a trusted partner and a thought leader. As we embark on the process of formulating the new Country Programme Document (CPD), we need to also capacitate and structure ourselves and reshape the way we work to be fit for purpose. Against this backdrop, UNDP in the Philippines seeks expert assistance to avoid the ‘kodak moment’ and to shape ourselves to be an effective and efficient agent for development change in the Philippines. We need to align the Office’s organizational set-up and culture to our new and evolving external reality. | SCOPE OF SERVICES | Expected Outputs and Deliverables The consultant, in coordination with the Office’s Senior Management (and with the active collaboration of middle management, staff and project teams of the Country Office) will support the office to: - Facilitate a whole staff retreat concentrating on building “enthusiasm for change” within work-streams, detailed by the proposed transformation plan for the office;
- Working with the change management facilitation team in testing key business processes required to embrace a proposed new culture and structure for the office;
- Produce a mile-stone driven change management implementation plan that defines the pace, process and capacity building actions needed to shift staff to the new structure.
Deliverables include: - Home Based review of Management Consulting Team (MCT) Documents, Staff Feedback and other relevant country office reading material;
- Background online meetings with relevant HQ based Bangkok Regional Hub (BRH), MCT staff and CO Senior Management team as well as the middle management team and/or staff association as required;
- Prepare staff retreat agenda and coordinate a logistics schedule for staff and all necessary materials, with the operations unit of the office retreat team
- Conduct an in-country mission to support the CO in undertaking a relevant, results driven retreat for all staff, incorporating activities that will encourage communication and connection within a relaxed atmosphere across all staff levels. (3 days)
- Produce an action oriented retreat report that captures lessons learned, best practices and focused on follow-up action (who does what where and when)
- Produce a mile-stone driven change management implementation plan that defines the pace, process and capacity building actions needed to shift staff to the new structure.
| INSTITUTIONAL ARRANGEMENT The Consultant shall work in collaboration with the management and staff of the UNDP Philippine Country Office. He/She shall be directly supervised by, and will receive guidance from, the UNDP Senior Management Team (Resident Representative, Country Director and Deputy Country Director) who shall also jointly receive, review, and accept his/her outputs. The appropriate staff and team in the Country Office shall provide administrative and logistical support (including accommodation) to the Consultant during his/her travels, and particularly in convening meetings and focus group discussions. DURATION OF THE WORK The expected duration of engagement is for a period of 10-15 working days commencing in mid July 2018. DUTY STATION The Consultant shall be required to be present in Manila, (the location of the UNDP Philippine Country Office) and will be required to travel to the retreat destination for a period of consultation with management and staff. He/She however, may be home-based for the period requiring preparation and follow up of the mission. | Qualification Requirements | Experience: - Bachelor’s Degree in Economics, Business Administration, Organizational Development or related fields
- Minimum 5 years experience as facilitator/coach for company retreats
- Extensive experience in strategic design and innovations with at least 5 years’ track record in organizational design and managing change in the public sector.
- Knowledge of UNDP Country Office business models and development in Asia Pacific will be an asset.
- Proven track record of advising large public and private sector companies/agencies, globally and particularly in Asia Pacific.
- Experience in working with the UN or UN agencies will be an asset
Language of Expert: - Fluency in English is required

This consulting opportunity is designed for an individual and an Individual Contract will be signed to confirm the engagement with UNDP. The individual consultant, however, may bring with him support staff if his/her proposed methodology so requires. Under this circumstance, the individual consultant shall be solely responsible for the performance and remuneration of his personnel. The cost of such support staff must therefore be incorporated in the Financial Proposal that the individual consultant will submit to UNDP. Airfare costs and living allowance of the Individual Contractor will be provided by UNDP. PAYMENT SCHEDULE 20% Payment upon signing of contract 80% Payment upon submission and acceptance of the following: Staff retreat agenda Action-oriented retreat report that captures lessons learned, best practices and focused on follow-up action Milestone-driven change management implementation plan

EVALUATION CRITERIA The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as highest scorer out of weighted technical and financial criteria. - Technical Criteria weight (Qualifications and Experience; Methodology) - 70%;
- Financial Criteria weight - 30%.
