Overview : Overview: The United Nations Development Programme and National Elections Commission (NEC) work in partnership with the European Union, Sweden, Ireland and Canada to support strengthen the electoral system in Liberia. Our partnership is based on recognition that credible democratic elections are essential for development. Since 2015 the Support to the 2015-2019 Liberia Elections cycle has provided important support and assistance to the election commission, which is continuing following successful 2017 general elections. A key principle in the project’s approach is the view election assistance is most effective and sustainable when it works throughout the electoral cycle building national capacity and capabilities in the field of elections. Following consultation in the post electoral period a core focus of project activities is institutional capacity building with a focus on future sustainability. Prior to the 2017 general elections a new voter register was compiled that contained the details of 2.1 million voters. This process was assessed by election observers as generally well conducted and despite some initial challenges the voter register is perceived to be a reliable source of voters registered in the country. At the same time in October 2017 the National Identification Registry has started to compile a new biometric civil registry with the aim to register all of the population on a single database. It is expected the new identity card that can be issued at the time of registration will be used as a primary proof of identity opening up a range of services for the population. The project in 2018 aims to support the National Elections Commission put in place a policy regime (from policy, implementation to monitoring levels) to ensure the current and future voter register policies converge with plans to rollout the civil registry nationwide.
