The Resilience and Preparedness toward Inclusive Development (RAPID) programme, a component of Project Climate Twin Phoenix (PCTP), aims to support the long-term recovery of specific areas affected by Typhoon Yolanda (Haiyan 2013) and strengthen the adaptive capacity of local government units and communities along the coastline of San Pedro Bay and Leyte Gulf to the overall impacts of climate change towards resilient and sustainable development. RAPID is being implemented by the Climate Change Commission through the Climate Change Office in partnership with UNDP and the Australian Government in the following areas: Tacloban City, the municipalities of Abuyog, MacArthur, Mayorga, Dulag, Tolosa, Tanauan and Palo in Leyte Province; Basey and Marabut in Samar; Lawaan and Balangiga in Eastern Samar.

The RAPID Programme will focus on the development and implementation of priority preparedness and disaster risk mitigation actions.  It also aims to establish a permanent and safe climate-resilient evacuation center to serve as temporary dwelling for evacuees in times of disaster and calamities.
