| Overview : Dear potential bidder, UNDP is seeking for Lead Researcher and Environmental Health Expert (Institutional Assessment) to conduct Case study on the role of the environmental sector in One Health in Bac Giang province of Viet Nam, and recommendations to strengthen the involvement of the environmental sector in One Health from provincial to local levels. The second phase of the Strengthening capacity for the implementation of One Health in Viet Nam project (SCOH2), implemented by the Ministry of Agriculture and Rural Development (MARD) in cooperation with the Ministry of Health (MOH), with funding from USAID via UNDP, supports the Viet Nam One Health Partnership for Zoonoses (OHP) and its Secretariat located within MARD. The SCOH2 will commission Case study on the role of the environmental sector in One Health in a province of Viet Nam, and recommendations to strengthen the involvement of the environmental sector in One Health from provincial to local levels, contributing to building up a provincial profile on selected key One Health issues as a basis for identifying recommendations for strengthening One Health capacity and efforts at the provincial level. The following are the key tasks expected of the selected Contractor under this assignment: - Based on the initial consultations, lead and contribute key inputs to the preparation of an inception report and detailed work plan for the preparation of the provincial profile, including the design of the proposed detailed study contents and methodology. The plan should be tailored to the specific study locations and should be sent to the SCOH2 project and UNDP for review. Once finalized, it should be sent to Bac Giang province well in advance of the field work.
- Lead and contribute key inputs to the collection and desk review of related information and studies, including meetings and follow up with related national and international organizations, projects and programmes in Hanoi to collect information and documents.
- Develop and test the proposed interview and survey tools and questionnaires for the conduct of the institutional assessment, and revise the tools based on the results of field testing and comments from the SCOH2 project and UNDP.
- Carry out the institutional assessment
- Collate and analyze the qualitative and quantitative data for the institutional assessment that was collected during the desk review and field work.
- Present the draft study findings to a workshop of key stakeholders. This workshop will be organized by the SCOH2 project, either in Hanoi or the study province.
- Taking into account feedback from the Project and related stakeholders both directly and at the workshop, lead the preparation of the full draft report, including drafting of the introduction, conclusion, and sections on the institutional assessment. Provide comments on and incorporate inputs from the environmental public health (One Health) assessment.

SCOH2 sẽ thực hiện Nghiên cứu điển hình về vai trò của ngành môi trường đối với cách tiếp cận Một Sức Khỏe ở Việt Nam và các khuyến nghị tăng cường sự tham gia của ngành môi trường từ cấp tỉnh đến địa phương trong cách cận Một Sức khỏe nhằm góp phần xây dựng một hồ sơ tỉnh về một số vấn đề Một sức khỏe quan trọng được lựa chọn làm cơ sở xác định các khuyến nghị nhằm tăng cường năng lực Một sức khỏe và các nỗ lực ở cấp tỉnh Các nhiệm vụ chính của Tư vấn gồm có: - Dựa trên các tham vấn ban đầu, chủ trì và đóng góp ý kiến để chuẩn bị báo cáo khởi động và kế hoạch thực hiện chi tiết cho việc xây dựng Hồ sơ tỉnh, bao gồm việc thiết kế các nội dung chi tiết và phương pháp luận của Nghiên cứu đề xuất. Kế hoạch thực hiện cần được điều chỉnh cho phù hợp với các địa điểm nghiên cứu cụ thể và phải được trình Dự án SCOH2 và UNDP xem xét. Sau khi hoàn thiện, Kế hoạch sẽ được gửi cho tỉnh Bắc Giang trước khi tiến hành nghiên cứu thực địa.
- Chủ trì thực hiện và đóng góp ý kiến để thu thập và rà soát các thông tin và nghiên cứu sẵn có, bao gồm việc tổ chức các cuộc họp và làm việc với các tổ chức trong nước và quốc tế, theo dõi các dự án và chương trình có liên quan tại Hà Nội để thu thập thông tin và tài liệu.
- Xây dựng và thử nghiệm các công cụ khảo sát và phỏng vấn đề xuất, các câu hỏi điều tra nhằm thực hiện nghiên cứu thực địa và điều chỉnh các công cụ dựa trên kết quả thực địa và ý kiến đóng góp từ Dự án SCOH2 và UNDP.
- Chủ trì và phối hợp thực hiện nghiên cứu hiện trường
- Thu thập và phân tích các số liệu định tính và định lượng đã thu thập trong quá trình rà soát các nghiên cứu sẵn có và qua quá trình thực địa tại hiện trường nhằm tiến hành đánh giá thể chế.
- Trình bày dự thảo kết quả nghiên cứu tại Hội thảo có sự tham gia của các bên liên quan then chốt. Hội thảo này sẽ do dự án SCOH2 tổ chức tại Hà Nội hoặc tại tỉnh nghiên cứu.
- Tiếp thu phản hồi của cán bộ Dự án và các bên liên quan trực tiếp hoặc tại hội thảo, xây dựng Báo cáo dự thảo đầy đủ, bao gồm phần mở đầu, kết luận và các phần nội dung đánh giá thể chế. Phản hồi và tổng hợp các ý kiến nhận xét về y tế môi trường cộng đồng (Một Sức khỏe).
- Tiếp thu ý kiến phản hồi từ cán bộ Dự án và các bên liên quan khác, chủ trì việc soạn bản báo cáo chính thức, trong đó đã tổng hợp các ý kiến nhận xét về phần y tế môi trường cộng đồng (Một Sức khỏe).
