Request for Proposal – Provision of Computer Skills Training for 2018 UNODC Capacity building Programme
Overview :

UNDP Nigeria on behalf UNODC wishes to procure the services of a Training Provider to deliver five residential Computer Skills Training for 2018 Capacity Building Programme.

The European Union (EU) and the Government of Nigeria (GoN) have entrusted UNODC with the implementation of the project, Response to Drugs and Related Organised Crime in Nigeria (NGAV16).

In the line with the Project’s Output 2.5 (WBSE SB-004575.02.05 refers),” Setting up of recording, sharing, and analysis of information supported by training, provision of hardware and software, etc. to support inter-agency information sharing at command level” this project office has developed a capacity building programme for the National Drug Law Enforcement Agency (NDLEA) in 2018 in order to train personnel from NDLEA commands on fundamental computer skills. This training is on the back of the project supplying and installing computers at all NDLEA Commands.  This training calls for the provision of 5-day computer skills courses for senior NDLEA managers. This training will be delivered over several phases. The dates of this capacity building programme have been established and agreed with by the NDLEA. Our procurement needs are to obtain a certified training provider who can deliver a 5-day computer proficiency for senior managers’ course.

Our procurement needs for provider of this trainer and equipment are as follows:

• Deliver five 5-day computer proficiency for senior managers’ courses as per the below schedule. The training must utilise an adult-learning training methodology and include the fundamental computer knowledge and skills specified in the ToR.

  1. The training provider must be a certified training provider and be able to demonstrate that each of its trainers have been appropriately trained and certified. The training provider is to provide at least two weeks in advance of each training course, a soft copy of the training outline and timetable.

In addition to the training course, the training provider must provide the following for each student:

a. standard accommodation room for 6 nights (checking in day prior to commencement of course and checking out the day after the last day of the training);

b. Buffet breakfast, lunch and dinner and the provision of water 3 times a day;

c. Collection of participants from Lagos Airport and transportation to training venue. Two shuttle services to be provided the day before the first day of the course, at midday and at 4pm and return of participants to Lagos Airport on the morning following the course;

d. Certificate of Competency for all participants who completes the necessary requirements of the course; and

e. Copy of training material for each participant.

The training provider will need to print and provide all necessary training material for the course for each participant. The training provider is to use its own computer equipment during the training as well as provide any training aids it may require. The training provider must ensure that each participant has access to a dedicated computer for the training course.

The training provider is to maintain a daily record of attendance for all participants at the training in line with the project’s requirements and also complete a training report providing an overview of each training course and provide the attendance record and meeting report within one week of the training being completed.

Qualifications/ expertise/ specifications sought:

  • The institution must be certified by the Government of Nigeria to deliver training in the area of public administration
  • Capacity and proven track record in developing and conducting tailor-made multi-day training, including with practical exercises in the areas of computer skills development and record keeping.
  • Well maintained teaching facilities, learning aids, classrooms that can accommodate at least 22 participants per class in a serene environment

Indicators to evaluate the performance of the institute

All outputs should meet the satisfaction of UNODC according to the following indicators:

  • Timeliness of delivery;
  • Quality of training curriculum and materials;
  • Technical competence.
