Overview :

Coastal ecosystem services including mangrove forests, seagrasses and coral reefs provide important services commonly categorized as supporting, provisioning, regulating, and cultural services. Along the eastern seaboard of the Philippines, one of the important services that coastal ecosystems provide is flood regulating services especially during the typhoon season when on average 10 a year make landfall from the Pacific Ocean. Mangrove, seagrass and coral reef ecosystems collectively serve to attenuate wave energies protecting important natural and manmade assets on the coast.

Yet, the extent and quality of these ecosystems are under threats due to development pressure as well as climate change impacts. Past government efforts in protecting these ecosystems have produced mixed results and without effective interventions, it is expected that the fundamental integrity of fragile coastal ecosystems will continue to be undermined. 

Against this backdrop, the Department of Environment and Natural Resources (DENR), with support from UNDP as the Accredited Entity (AE) and the BMUB’s (Germany) Green Climate Fund Readiness Programme (GCFRP) which is funding the project proposal preparation, is formulating a project that aims at restoring the resilience of coastal ecosystems while paying due attention to co-benefits to coastal communities and human development through various ecosystem services. The funding proposal is entitled “Strengthening the Resilience of the Most Vulnerable Coastal Communities in the Philippines’ Eastern Seaboard” or in short, the Coastal Resilience Project (CRP).

Given the limited available time to complete the project proposal and feasibility study for submission to GCF not later than October 2018, a Project Logframe Technical Discussion will be undertaken among the proposed project implementation actors to tighten-up the project design on August 2 to 4, 2018. It is desired that by the end of the technical discussion, the logframe of the Coastal Resilience Project proposal has been enhanced with identified result indicators, more specific activities to be undertaken and is better understood by potential project implementors.

 

SCOPE OF WORK

The Facilitator will take the lead in the actual conduct of the Project Logframe Technical Discussion for the Coastal Resilience Project. Specifically, the Facilitator shall:

  • Draft the activity design of the Project Logframe Technical Discussion;

  • Review the existing initial logframe of the Coastal Resilience Project proposal and provide recommendations on improving the Project Logframe;

  • Preceding the technical discussion, conduct a discussion among the Project Development Team components of the project logframe that need to be enhanced; and

  • Facilitate the actual conduct of the Project Logframe Technical Discussion.

 

INSTITUTIONAL ARRANGEMENT

The Facilitator shall be directly paid by UNDP.

The Facilitator will be reporting directly to the National Coordinator who will monitor, review and approve her/his outputs and evaluates his/her over-all performance.

 

DURATION OF WORK

To undertake the tasks, procedures and expected outputs, the Facilitator shall be engaged for a period equivalent to two weeks commencing upon signing of the contract and will be valid until all outputs have been delivered and accepted. The target start-of-work date is 23 July 2018 and the expected completion date is August 4, 2018.  

The expected outputs of the Facilitator are expected to fastrack the completion of the funding proposal which is targeted to be submitted to GCF not later than October 31, 201. This is to ensure that the funding proposal will be presented during the February 2019 GCF Board meeting.

 

DUTY STATION

The assignment is based in Manila. Official travels shall be approved by the National Coordinator.  This assignment is output-based.

 

SCHEDULE OF PAYMENT

The consultant is required to submit a financial proposal indicating a lump sum amount that will cover identified tasks. The engagement will make use of Daily Fee as the pricing option. The duration will be a maximum of two weeks, i.e., 14 working days.

  • First Tranche - 50% Upon submission and acceptance of the Activity design of the Project Logframe Technical Discussion;
  • Second Tranche - 50% Upon submission and acceptance of the (1) Recommendations on improving the Project Logframe and (2)Actual facilitation of theProject Logframe Technical Discussion

QUALIFICATIONS

Education:

  • University degree in Human Ecology, Economics, Public Administration, Environmental Science or Social Work and Community Development;

Experience:

  • At least 10 years of demonstrated work experience in working with government agencies and funding institutions;

  • Demonstrated experience in facilitation of workshops, trainings and Focus Group Discussions (FGDs) related to Monitoring and Evaluation (M and E), strategic planning and/or capacity-building

 

Language:

  • Fluency in written and spoken English  and Filipino with excellent technical writing skills

 

Criteria for selection process:

The offer will evaluated based on the Combined Scoring method – where the qualifications will be weighted a max. of 70%, and combined with the financial offer which will be weighted a max of 30%.
