Overview : THE PROVISION OF INTERNET CONNECTIVITY THROUGH FIBER OPTICS WITH LAST MILE ON FIBER OR MICROWAVE RADIO FOR PLATEAU, GOMBE AND ADAMAWA STATES. Introduction The United Nations Development Programme UNDP is seeking for qualified company to provide internet Connectivity through Fiber Optics with last mile on Fiber or Microwave Radio at Plateau, Gombe and Adamawa States Nigeria for a period of 9 months. Period of Engagement and performance The services will be offered for 9 months period. UNDP reserves the right to verify bi-annually a reimbursable Internet costs to assure that amount paid is reasonable. The ISP has an obligation and pro-actively to update the internet costs bi-annually in case if prices to be paid by UNDP will be higher comparable to benchmark costs. A mandatory 2 weeks “testing period” in location required shall be included and no payment shall be made for “testing period" - Scope of services
- Internet connection services through Fiber Optics with last mile on Fiber or Microwave Radio.
- The internet connection services are going to be used in Plateau, Gombe and Adamawa States Nigeria.
- Regular price adjustment will be conducted at every six months through informal quotations which are limited to vendors under LTA arrangement.
- 24 x 7 hours connectivity with a minimum assurance of 98%.
- Online traffic monitoring tool should be made available by the Vendor with access rights to UNDP or in the absence of the same, the Vendor shall provide a traffic report every two weeks to UNDP or its partners, the content of which will be provided at the time of LTA(s) signature.
- 24 x 7 help desk support available to UNDP or its partners by phone or on-site support, depending on the severity of the problem with one dedicated staff to be allocated by the Vendor.
- Provide all necessary equipment including modem, UPS, Fiber Optic, Terrestrial link, router and other accessories to provide required speed and quality of internet connectivity.
- A Service Level Agreement (SLA) guarantee for ISP services minimum 96% for Fiber Optic.The SLA should provide name of contact person per layer.
- Provide cost of internet connection with Bandwidth listed in the attached annex II.
- Average maximum latency should be about 50-Ms.
- The ISP should have at least two lines of the international backbone. (International backbones diagram/routing should be attached).
- One block of at least 6 usable static publicly routable Live IP addresses per block is required.
- Support SNMP read access to edge router (gateway) for UNDP internal monitoring system.
- The ISP should have the Bandwidth Usage Monitoring System through MRTG
- Price of internet service and the internet media of Fiber Optic or Microwave Radio should be quoted as ONE PRICE.
- In case if required, a router setting should be performed by the ISP at no cost.
- The Internet connection should be a dedicated Bandwidth and NOT Shared Bandwidth.
- All necessary communication ports should be made available for UNDP use. In case a required port is blocked, the ISP would ensure such port is opened at no cost to UNDP.
- In case if required, the erection of a guyed mast for the Microwave Radio, this shall be the responsibility of the vendor plus its associated risk. The mast must have guy lines/wires for stability with thunder protection and good earthing.
- Internet update and Performance Review
- The vendors shall keep the UNDP aware on any major changes industry, regional or worldwide outages, which will have an impact on their service policies or procedures.
- The vendors shall meet periodically with the UNDP to discuss issues of mutual concern, to review the vendor’s performance and to discuss improvements which the vendor(s) or the UNDP should make in order to achieve a more effective services and support.
- The vendors shall arrange meetings twice a year to discuss service updates with the UNDP.
All bidders are required to visit the site/installation address and do the necessary site survey before sending quotation. Please note that the cost of conducting site survey shall be borne by the bidder. As this is a competitive process, conducting site survey is not a financial obligation and it is not a contract by UNDP to the bidders. UNDP shall not refund any fee to the non-successful bidder for site survey conducted. Detailed information on this procurement process can be obtained in the attached Invitation to Bid (ITB).
