Overview :

UNDP has been supporting Governance and Local development process in Mozambique and is currently preparing its new local governance and local development Programme, within the 2016-2020 UNDAF and CPD frameworks and in line with the government priorities. Very recently the country has embarked in a decentralization paradigm shift and there is need to adjust UNDP support to government by bringing in adequate solutions for the new challenges that will emerge from the new proposed decentralization scenario. It is important to ensure in one hand the consolidation/coordination of some remaining ongoing actions and in another hand that good practices from previous experiences in local governance and local development are reflected in the PRODOC. Most of the Local governance and local development best practices were tested in Nampula province, in the northern country, that became one of the UNDP/UN focus province. For example, participatory planning and other local governance approaches were successfully piloted and afterword’s upscaled at policy level. Also, Nampula province is considered a laboratory for local governance development as well as for UN coordinated action in field as decentralization framework serves as a basis to integrate different development actions in an innovative way by provision of  technical and financial support to the Provincial Government to elaborate and implement the Provincial Local Economic Development Program (PPDEL) Risk Management and Adaptation to Climate Change and the improvement of the children living conditions by UNICEF providing an holistic approach to local development. To ensure all this, together with UN coordinated action in Nampula as well as the knowledge sharing processes including in the SSC context UNDP needs to contract a National Consultant for Local Governance and Development (NCLG&LD).
