RFP for a consultancy firm to carry out a policy and institutional gap study for the implementation of Sustainable Development Goals (SDGs) in Uganda
Overview :

BACKGROUND

Uganda’s involvement in the 2030 Agenda for Sustainable Development dates back to the continuous participation in the processes that culminated into the adoption of the SDGs in September 2015. As such, sustainable development is an integral part of national planning and development frameworks in Uganda.  Several policies, legal, and institutional frameworks are in place to facilitate this sustainable development path through economic growth, social inclusion, and environmental protection as enshrined in the Vision 2040.  Since the adoption of the Agenda 2030 and Uganda’s Second National Development Plan (NDPII) in 2015, the country has made great headway in setting up and operationalizing structures for effective coordination for the implementation of the SDGs through partnerships, stronger institutions and targeted resource mobilization. One of the earliest achievements in the implementation process was the mainstreaming of SDGs into the NDPII as well as capacity development and mainstreaming at the local level through Local Government Development Plans. In 2016, Government embarked on a process to set up a National Coordination Framework for SDGs, with the objective to ensure a streamlined, coherent, consistent and seamless implementation process. The Framework spells out the mandates for planning, reporting, monitoring, resource mobilization, communication and advocacy and data generation for SDGs. It established five multi-institutional Technical Working Groups (TWGs) to give strategic leadership to the full domestication of the SDG
