Overview : SANParks, through the Project Management Unit (PMU) has been assisting the Kruger National Park land claim beneficiaries to form the respective legal entities (Trusts) in order to actively participate and implement the elements of the settlement agreements and the beneficiation scheme. Through this process it has become clear that the assistance required for them goes beyond social facilitation, and include a need for capacity building, skills development and mentorship. Like many other similar community-based structures, various challenges have been experienced by the leadership of the KNP land claims beneficiaries over the recent past. These include issues of constant internal conflict, contestation of power and authority between them and outside structures, poor decision-making, lack of inclusive participation, poor accountability and transparency, lack of skills and entrepreneurship, lack of understanding of business principles and others. Due to poor governance, the reporting systems are not effective and efficient to ensure that information about the program delivery, development activities, etc. is out to the community and other stakeholders as appropriate. Even when commercial opportunities inside the KNP are readily available, there are no robust community owned businesses with the necessary experience and capacity to engage. The focus of this assignment will be on the following six (6) land claims beneficiary communities: Ngirivani/Mathebula, Mahashi and Mhanganisweni are located in Mpumalanga Provinces while Madonsi/Nwadzekudzeku, Muyexe and Ndindani are in Limpopo Province. Each community has formed a Trust with an average of 11 executive members including traditional council representatives. In 2016, land claims beneficiaries from the Kruger National Park claims signed settlement agreements. Those agreements were comprised of 1) financial compensation and 2) beneficiation scheme aimed at creating economic development opportunities for the land claims beneficiaries and stimulating much needed economic activities in the affected municipal areas where they reside. UNDP is therefore requiring the assistance of a suitably qualified and experienced service provider to: develop training toolkits, facilitate the upskilling of the land claim beneficiary community leadership and develop appropriate institutional capacity for proper governance and commercial business engagement. package the beneficiation scheme into an easy to read document and for ease of communication.
This process will be implemented through the Project Management Unit (PMU) which is responsible for the day to day running of the program. |
