BACKGROUND

Nigeria is the most populous black nation in Africa with an estimated population of over 180 million people and a youth population of around 60 per cent.  The African Development Bank in its recent release put the percentage of persons living below US$2 per day to over 70%.  The unemployment rate particularly among youth is alarming with little or no economic opportunity for self-employment.  Yearly, the over 300 tertiary institutions in the country graduate a considerable number of young persons into the unemployment market; thereby creating undesirable openings for youth engagement in various social vices such as thuggery, fraud, arm robbery, kidnapping, violence, vandalization, drug peddling, extremism and radicalization, among others.

 

To address the critical factors affecting national development, particularly the inclusion of young people, the Federal Government of Nigeria (FGN) formulated the Economic Recovery and Growth Plan (ERGP) to stimulate national economic growth, create employment for the teeming population, enhance good governance, and foster national prosperity.  To ensure youth engagement and inclusion in national economic development and nation building, the FGN embarked on several initiatives to engage the youths.  These include the Subsidy Reinvestment and Empowerment Program (SURE-P), Youth Employment in Agriculture Programme (YEAP), Empowering Nigerian Youths for Prosperity (N-Power), Youth Entrepreneurship Support (YES) Programme, amongst other development programmes targeting youths in Nigeria. Entrepreneurship and innovation are increasingly recognized as important drivers of economic growth, productivity and employment, and as a key aspect of economic dynamism.  Considering the priority that has been accorded to job creation targeting youths in the Economic Recovery and Growth Program (ERGP), United Nations Development Programme (UNDP) is structuring policy interventions to assist develop a robust youth employability, entrepreneurship and innovation programme (YEEIP) in Nigeria.

 

To support the federal government to achieve youths’ empowerment and engagement in national development, the UNDP Country Programme Document (CPD) 2018-2022, identified capacity building and empowerment programme for youth as one of its priorities and programmes. The programme aims to develop the business potentials in youths to become self-reliant and employers of labour.  Partnership with key national partners including the federal and state governments, as well as, foundations and individuals for partnership to actualize its goals is central to actualising UNDP’s interventions.  Currently, UNDP in partnership with the Government of Lagos State is running a youth employability programme. UNDP is also fine-tuning partnership discussion with the Tony Elumelu Foundation to roll out a multi-million entrepreneurship development programme for young persons in Nigeria.

 

UNDP has conducted entrepreneurship training programmes for young people in the following states of Nigeria: Benue, Adamawa, Borno, Yobe, Delta and Edo States which targeted about 1000 young small business owners. To build on the success attained from these trainings, there is the need to conduct similar entrepreneurship trainings, Training of Trainers and Business Development Services training in Lagos and as a follow up to the entrepreneurship training conducted, assist in setting up an entrepreneurship centre in Benue.
