The UNDP Decentralization and Local Development Support Programme (DLDSP) provides support to the Government of Jordan to effectively manage and guide the implementation of decentralization reform through the application of the Decentralization and Municipalities laws of 2015. The DLDSP operates through the Local Development Directorate (LDD) at the Ministry of Interior (MOI) and through its corresponding LDD at the Ministry of Municipal Affairs (MOMA). It functions under the guidance of the Inter-Ministerial Committee (IMC) for Decentralization and its Executive Committee and its sub-committees. The DLDSP is funded by the European Union.

The DLDSP seeks to achieve three results:

Result 1:        The policy/ regulatory framework pertaining to decentralization has been adopted;

Result 2:        Capacities of the Governorate-based structures in strategic planning, budget analysis and monitoring are strengthened;

Result 3:        Participatory development plans have been properly elaborated in Governorates through strengthened dialogue with Non-State Actors and increased citizen’s participation (including identification of local productive projects to be established).

The decentralization process in Jordan is implemented in line with Law 49/2015 on Decentralization and Law 41/2015 on Municipalities, which were adopted as an integrated package of legislation for administrative decentralization. Elections for governorate council and municipal bodies were held on 15 August 2017.  The DLDSP conducted a December 2017 survey to assess the Public Expenditure Management System (PEM) in Governorates and Municipalities. The survey evaluated the (PEM) process by which (i) public resources are allocated to finance the delivery of public services and infrastructure, (ii) based on a sound assessment of people’s needs and planning; and related expenditures are (iii) procured, (iv) monitored, and (v) accounted for. The survey identified the gaps in the PEM process that might or might not require any amendments on the Laws 41 &49 relating to the fiscal transfer and budgeting. On either way the DLDSP will support the Fiscal Decentralization Sub- Committee headed by Ministry of Finance in addressing the current legislative provisions require substantial review and strengthening on how to address local financial, administrative and development procedures, the relations among local components, level of delivery of services, accountability and legal liability of councils.

The government has formed an Inter- Ministerial Decentralization Committee and an Executive Committee with Sub-Committees so as to improve coordination between bodies concerned on drafting and implementation of decentralization policies. Seven sub-committees were established to cover components required to implement the decentralization, namely:

  • Legislation
  • Institutional and organizational structures, manuals and procedures
  • Institutional capacity
  • Fiscal
  • Local development and services
  • Outreach
  • IT

The DLDSP conducted a December 2017 survey to establish baselines and benchmarks for the state of development of the sub-national system and the implementation of the legislation. The survey identified the needs at the local level and at the level of the MoI and MoMA to develop decentralization institutional capacities. It is part of efforts to guide and organize the government’s efforts to develop and carry out reforms and implement the two laws. The methodology to formulate the 2018-2019 national capacity development plan is based on the categorization  of the government and development partners´ interventions: areas and type of current support of the development partners, focus on the implementation of the new laws through the inclusion or enhancement of legislative or institutional arrangements, structures, regulations, procedures, and capacities to perform the functions that are recently assigned or amended at governorate and municipality level.

In line with the above, DLDSP is seeking to hire an expert to continue the support to the improvement of the capacities of the governorates and municipalities for territorial planning, budgeting, monitoring and evaluation, and promote horizonal and vertical coordination.  DLDSP is supporting the development and implement on of Public Expenditure Management Systems and the Governorate and at Municipal levels. DLDSP is also providing technical assistance to the relevant ministries and sub-committees to draft and implement a capacity development plan for governorates and municipalities in coordination with national institutions as part of the efforts support government’s endeavors to implement the Law on Decentralization N. 49 and the Law on Municipalities N. 41 of 2015.
