RFP for a Consultant/firm to assess and document current capacity and current and future needs/requirements for 31 key institutions in the 3 zones of Somalia, with particular reference to (i) the institutions ‘core mandates, functions, organisational structures, policies, operating systems and procedures, optimum and minimum staff complements, human resources management and development policies, staff knowledge, as well as the skills and competencies required for the proper functioning of the central machinery of government (ii) the basic infrastructures, facilities and equipment required by staff in these key institutions to carry out their duties and functions effectively and efficiently.
