RFP: Development Finance Assesment
Overview :

The Government of Uganda with support from UNDP, is seeking services of a consultant to undertake a Development Finance Assessment (DFA) for Uganda. The DFA will consider the links between development financing and national development priorities. The assessment will make recommendations for a roadmap for establishing an Integrated National Financing Framework for the country. It will not only cover national level issues but will also bring about new and innovative insights at Local Government Level. This will be undertaken through a case study of selected local governments to showcase the challenges and opportunities at local level in terms of development finance.

The objectives of the DFA include:

  • Strengthening alignment, integration and coordination of planning processes with development financing systems at national and local level.
  • Diversifying and enhancing development financing in Uganda at national and local level.

Based on the analysis and appertaining recommendations, the DFA will be an important contribution to the development of the upcoming medium-term National Development Plan III.

It’s against this background that UNDP Uganda kindly requests the submission of proposals for "RFP - Development Finance Assessment of Uganda " as per the detailed requirements of this RFP (attached as PDF document). When preparing your proposal, please be guided by the forms attached hereto as Annex of which a Microsoft Word copy is attached for you convenience.

Proposals may be submitted on or before 27th  August 2018, 12:00 Hours East African Time by following the submission instructions detailed in the solicitation document (RFP).
