Overview :

Background

The Pacific People living with HIV Stigma Index study of 2017 found that whilst disclosure by PLHIV in the pacific is low, stigma and self-stigma levels in the seven countries studied are high: 26 out of 32 felt ashamed and 22 felt guilty. Nine out of 32 have never disclosed to another adult family member. Of the 22 that had disclosed their status to another adult family member, 8 (36%) found the reaction to be discriminatory.  People aren’t able to seek the support they need and the fear of having a negative reaction when they do disclose, is based on reality. Many participants in this study had never knowingly met another person living with HIV so the opportunity for peer support and sharing lived experiences in the region is minimal.

In almost all of the countries studied, PLHIV stated that apart from their immediate families, they had no other support mechanism where they could give and receive emotional, social and spiritual support, where they could ask about and obtain information on positive strategies for living with the virus or where they could strengthen their knowledge about HIV and AIDS.  None of the countries had any formal support groups set up where PLHIV could receive firsthand advice and to learn from their peers who were coping with very similar circumstances. In fact, as the study showed, for a number of PLHIV, the stigma index study would have been the first time for some of them to speak with another person living with HIV. 

The Regional PLHIV workshop will provide a structured and controlled environment for PLHIV from the 7 countries to meet other PLHIV from the pacific, talk and share experiences. The workshop is tentatively scheduled for 16-18 October 2018 in Nadi, Fiji.

 

Objectives:

The objective of this assignment is to successfully facilitate PLHIV Workshop tentatively scheduled for 16-18 October 2018 in Nadi, Fiji and share finalized report.

The specific objective of this assignment is to:

  1. Provide an opportunity for dialogue among PLHIV people in the Pacific region.
  2. Facilitate, implement and maintain strategic engagement of PLHIV on ongoing programmes for action.
  3. Increase awareness and understanding on definition, nature, side effects and effects of ARV treatment & adherence
  4. Develop advocacy strategies and recommend effective processes for change.
  5. Develop strategies and create space to discuss set-up of local PLHIV support group at country level.

 

Scope of work, Responsibilities and Description of Proposed Work

Under the guidance of the UNDP Programme Manager the Consultant with undertake the following task:

  1. Rapporteur for the PLHIV workshop.
  2. Facilitate sessions as outlined in the PLHIV workshop agenda.
  3. Based on the workshop, develop strategic direction on setting up local network of people living with HIV as support group in country.
  4. Based on the workshop, develop advocacy strategies and planned activities based on the PLHIV workshop consultation and stigma Index study.
  5. Based on the workshop, develop mentorship strategies to embrace peer to peer support both in-country and other PLHIV from other Pacific countries.
  6. The consultant will work in close collaboration with the clinical consultant for day 3 session and other task assigned by the Programme Manager.

Academic Qualifications

 

Years of experience & skills

  • Minimum of Five (5) years of experience in delivering capacity building trainings in advocacy, treatment literacy and organizational elements
  • Experience in health programmes and conducting Positive People gathering and meetings will be an advantage.
  • Demonstrated experience to facilitate workshop and consult/dialogue in groups having low level of education
  • Demonstrated experience in good report writing and editing skills in English
  • Demonstrated experience in consultative and communication skills and display of cultural, gender, religion, race sensitiveness and working with PLHA

 

Other Competencies

Price Proposal and Schedule of Payments

Consultant must send a financial proposal based on Daily Fee. Consultant shall quote an all-inclusive

Daily Fee for the contract period. The term “all-inclusive” implies that all costs (professional fees,

communications, consumables, any insurance, visa etc.) that could be incurred by the IC in completing

the assignment are already factored into the daily fee submitted in the proposal.

Travel and daily allowance costs will be identified separately by the Programme and arranged directly by

the Programme; which in this case includes the travel costs to and from Nadi, Fiji at the commencement

and completion of the workshop.

In general, UNDP shall not accept travel costs exceeding those of an economy class ticket. Should the IC

wish to travel on a higher class he/she should do so using their own resources.

If the Consultant is required to travel outside of Nadi in relation to missions associated with the projects,

UNDP will provide suitable reimbursement at UNDP rates. In the event of unforeseeable travel not

anticipated in this TOR, payment of travel costs including tickets, lodging and terminal expenses should

be agreed upon, between the respective business unit and the Individual Consultant, prior to travel and

will be reimbursed.

  • Payment of DSA and air fare (Most economical and direct route) to Nadi, Fiji based on UNDP DSA rates (Includes Living Cost, Meals and incidentals) and actual cost of air fare within 5 days upon arrival into Nadi.
  • 100% of Professional Fees to be paid upon successful facilitation of PLHIV Workshop and finalization of report as per deliverables within timeframe identified in TOR.

Evaluation Method and Criteria

Individual consultants will be evaluated based on the following methodology.

 

Cumulative analysis

The proposals will be evaluated using the cumulative analysis method with a split 70% technical and 30% financial scoring. The proposal with the highest cumulative scoring will be awarded the contract. Applications will be evaluated technically and points are attributed based on how well the proposal meets the requirements of the Terms of Reference using the guidelines detailed in the table below:

 

When using this weighted scoring method, the award of the contract may be made to the individual consultant whose offer has been evaluated and determined as:

a) responsive/compliant/acceptable, and

b) having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Only candidates obtaining a minimum of 49 points in the Technical Evaluation would be considered for the Financial Evaluation. Interviews may be conducted as part of technical assessment for shortlisted proposals.

 

 

Proposal Submission

Interested individual consultants must submit the following documents/information to demonstrate

their qualifications

  1. Duly accomplished and signed Offeror’s letter/filled-in-template to UNDP confirming interest and breakdown if cost supporting the Final All-Inclusive Price as per Template.

If an Offeror is employed by an organization/ company/ institution, and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNDP under Reimbursable Loan Agreement (RLA), the Offeror must indicate at this point, and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP;

  1. Completed and Signed P11 Form/ Latest Personal CV, indicating all past experiences from similar projects, as well as the contact details (email and telephone number) of the Candidate, with least three (3) professional referees; copy of degree(s)/Diploma(s) & copy of Passport Bio Data page
  2. Technical proposal (letter) that provides a brief description of why the individual considers him/herself as the most suitable for the assignment;
  3. Financial proposal, as per template provided in Annex II

Incomplete, joint proposals and proposals received after the submission deadline will be rejected. Individuals applying if successful have the option to sign an Individual Contract in their personal capacity or a Reimbursable Loan Agreement which shall be signed by the individuals employer or company/firm.

This shall be indicated in the Annex II template.
