Overview :

BACKGROUND

Since 2015, the UNDP Country Offices in China and Ghana have been co-implementing the “China-Ghana South-
South Cooperation on Renewable Energy Technology Transfer” project, in collaboration with the respective
national counterparts and with funding from the Government of Denmark. This is an innovative initiative to
facilitate the transfer of knowledge and technology between China and Ghana, by building on China’s unique
experience in renewable energy development. The idea behind the project is not to transfer hardware per se,
but to focus on the institutional framework and capacity required to make the local absorption of renewable
energy technologies effective. The project operates both at the upstream level (supporting the creation of an
enabling environment for technology transfer, such as the development of Ghana’s Renewable Energy Master
Plan) and downstream level (actual transfer and demonstration of technologies with potential up scaling by the
private sector)

SCOPE OF WORK

The Consultant will lead the development of the project document for the “South-South Cooperation between
China and Ghana on technology transfer for the development of solar photovoltaic industry in Ghana” project
(including background documentation such as technical/financial analysis). The Consultant will provide
requested consultancy services along with high-level strategic advice to UNDP, Energy Commission and the two
Ghanaian companies regarding the development of the Project Document which includes, inter alia, the
establishment of a 500MW solar PV manufacturing plants and facilitate interaction with relevant stakeholders.

EDUCATION

  • minimum qualification of Master’s Degree in any of the following disciplines: Business Management,
    Economics, Law, Energy or related field.

EXPERIENCE

  • Minimum 10 years of professional experience in the field of renewable energy, i.e. with projects and policies
    on renewable energy, technology transfer and green infrastructure.
  • International experience in providing strategic advice and leading policy discussions on renewable energy
    development and private sector investment.
  • Knowledge on and experience in policy/legal/institutional issues related particularly to energy and
    infrastructure investments.

The Consultant is required to have the above mentioned professional and technical qualifications. Only the applicants who hold these qualifications are advised to submit their respective bid proposals
