Overview : Dear Sir/Madam, The importance of post-disaster recovery is increasing as the number of people affected by disasters around the world continues to rise. Recovery is an opportunity to rebuild infrastructure and assets that can withstand future hazards and thus ensure that public investments are protected, and losses are reduced. Recovery offers also an opportunity to build resilience through improved institutional capacity, supportive policies, as well as strengthening basic services, building community cohesion and through greater participation in decision-making processes. BPPS is looking for a consultant who will perform the following duties and responsibilities: - Develop an agreed work plan for the consultancy.
- Review existing approaches and tools for participatory processes and the successful application of tools in assessments and recovery programmes including those recently developed by the EU, World Bank, the UNDP and other UN Agencies dealing with community participation or the inclusion of special groups of the society in DRM or Recovery Programs, that could be adopted or adapted to the PDNA/DRF approach.
- Develop a process note on how to engage people and communities in the formulation of PDNAs and DRFs, but most importantly on how to make communities part of the continued recovery process.
- Develop tools and methodologies that would be used by PDNA/DRF teams to integrate the community and affected populations in the entire recovery process.
