Annex II - OFFEROR’S LETTER CONFIRMING INTEREST AND AVAILABILITY FOR THE IC ASSIGNMENT
Overview :

UNDP serves as an Implementing Agency for a number of Environmental Vertical Funds: The Global Environment Facility Trust Fund (GEFTF), Least Developed Countries Fund (LDCF), the Special Climate Change Fund (SCCF), and the Adaptation Fund (AF).  In addition, UNDP has been accredited to the Green Climate Fund (GCF).  UNDP-supported GCF and GEF-financed projects are required to follow UNDP monitoring and evaluation (M&E) requirements, as well as, GEF and GCF M&E requirements, including annual project reviews, mid-term reviews, terminal evaluations, and core indicator monitoring.  UNDP coordinates, conducts, and ensures the quality of the GCF and GEF M&E related outputs.

For example, on an annual basis, UNDP supported GEF and GCF-financed projects under implementation for at least one year submit the required GEF project implementation report (PIR) and GCF annual performance report (APR).  The cohort of PIRs and APRs must be reviewed, quality assessed, and rated.  The review is based on an established set of criteria and is designed to encourage greater accuracy, internal consistency, and completeness in the monitoring and reporting exercise.  The assessment will focus on the quality of the monitoring reports and not on the project performance per say.  The assessment will also incorporate feedback, as appropriate, from teams involved in project-level reporting to address any errors of fact in the quality ratings.

In this regard, the UNDP-GEF Directorate is seeking a consultant to support quality assurance of M&E-related outputs and related RBM processes.  This will include independently reviewing and rating the annual cohort of PIRs and APRs, improving quality-at-entry of projects, and the preparation of learning documents, guidance and feedback.  The consultant will report to the UNDP-GEF Results Management and Evaluation Advisor.
