UNDP will respond by standard electronic mail and will send written copies of the response, including an explanation of the query without identifying the source of inquiry, to all consultants.

1. Background

The NEC M & E Section is leading the development of a new electoral cycle based six-year (2018-2024) strategic plan.  The process of developing a new six-year plan for the NEC involves series of broad-based, internal and external consultative approaches. As a first step, the Commission has constituted a Technical Committee headed by the M&E Director and including departments, sections, and units’ heads, and international partners, including UNDP Election Project. The Committee, having developed a Plan of Action for the development of the Strategic Plan has commenced a desk review of the 2016-2018 Revised Strategic Plan and conducted a high-level stakeholders’ consultation. Additionally, a visioning and planning and a general strategic planning workshop will be organized that will bring together executive, administrative and technical staff of the commission to chart the way forward, taking into consideration all the preliminary activities.

The strategic planning expert will provide guidance and facilitate the series of activities that eventually culminate into NEC six-year strategic plan. He/she will take note and working along with the NEC strategic Planning Committee, do a draft of the plan and produce a final copy after editing and proofreading by the Commission.

Furthermore, he/she will provide on-the-job capacity building support to transfer the needed skills to staff of the M&E Section so that in the future the Section can manage the process with minimum external technical support.
