Overview :

Background:

Uganda hosts more than 1.4 million refugees, making it Africa’s largest refugee hosting country and one of the five largest refugee hosting countries in the world. Since 2016, Uganda has faced three parallel refugee emergencies from South Sudan, the Democratic Republic of Congo (DRC), and Burundi, with varying arrival trends. The conflict in South Sudan has generated the fastest growing refugee situation in the world. Majority of the South Sudanese refugees are settled in five Districts of West Nile, while DRC refugees are mainly settled in the West and South-West. Despite daily arrivals of several thousand refugees, sustained for more than a year, Uganda has kept its borders open and maintained its settlement approach, with host communities and District Local Governments at the frontline of the country’s refugee response.

Overall Objective

In view of the above, UNDP seeks the services of a consultancy firm to support the Country Office (CO) to Conduct a Perception survey on general population (including host communities) and refugees in Isingiro and Arua Districts on their perceptions of enjoyment of human rights, security and access to justice that would be the basis to develop a project document for a pilot project to respond to the identified needs in the two districts.
