In the field of justice, DFATD funded many initiatives, including the development of a Jamaica Justice System Reform (JJSR) Policy Framework, which sets five-year targets for implementing strategic justice reform measures and provides costed options to all international development partners as to the priority assistance needed by justice institutions. The JJSR report and its recommendations continue to provide a reference point for the iteration of GOJ justice reform plans and policies. The results of those and other initiatives over the years became the nucleus of what would eventually emerge as the Justice Undertakings for Social Transformation (JUST) Program. Objective: To objective of this consultancy is to acquire two retrofitted buses for use as Mobile Legal Services Units for use by the Ministry of Justice, its departments and agencies with a view to improving equitable access to justice for men, women and youth. Purpose: The units are intended to meet targets under the following JUST outcome: Immediate Outcome 3: Increased equitable access by men, women and youth to legal information, legal advice and support services The units will provide access to a range of legal information, legal advice and support services provided by or through the Ministry of Justice, including the delivery of legal advice and other types of counsel or interventions provided through the Legal Aid, Restorative Justice, Alternate Dispute Resolution, Child Diversion and other departments of the MOJ. By targeting underserved rural and urban communities, the units will facilitate improved access to men, women and youth who could be excluded from the justice services ordinarily available in their respective parishes. The units will incorporate wheelchair accessibility, in order to encourage and facilitate access for persons who are physically disabled or elderly.
