Overview : The South African government through the Department of Energy in collaboration with the Department of Trade and Industry (the dti), and the United Nations Development Programme (UNDP) is implementing the appliance energy efficiency Standards and Labelling (S&L) Project. The project is designed with the objective of removing inefficient appliances from the South African market and to encourage the adoption of new minimum energy performance standards (MEPS) for energy efficient appliances. The project forms an integral part of the measures / interventions designed to reduce electricity consumption and the carbon footprint of the residential sector. In as much as the programme aims to reduce energy consumption and greenhouse gas (GHG) emissions through a regulatory framework and shift consumer choices through an awareness campaign, a holistic approach must include an environmentally responsible manner to dismantle equipment at the end of their useful life. This would take the form of an appliance recycling plant for old appliances, which South Africa does not have, with one of two results: Old inefficient appliances are put back onto the electricity grid: Either passed on or resold, leading to increases in energy consumption, energy costs and GHG emissions “Recycled” by industry: Scrap metal companies remove the most valuable metals while plastic, glass and other durables (all of which have a high recycling content) are sent to landfill. Refrigerants and foam blowing materials are released into the atmosphere.
In this regard, UNDP together with the Department of Energy seeks a service provider to Develop a Viable Business Model for the Construction and Operation of an Appliance Recycling Plant. |
