Overview :

To undertake the tasks, procedures and expected outputs, the Content Manager shall be engaged for a period equivalent to 2 months commencing upon signing of the contract and will be valid until all outputs have been delivered and accepted. The primary objective of the Philippines Green Climate Fund Readiness Program is to support the Government of Philippines (GoP) in strengthening their national capacities to effectively and efficiently plan for, access, manage, deploy, and monitor climate financing, in particular, through the Green Climate Fund (GCF). Specifically, the Program will support capacitation and empowerment of the National Designated Authority (NDA) to the GCF including relevant partner-government agencies. The Program will also target two (2) important aspects of the GCF approach, access to funds and private sector engagement, through the selection of national/sub-national implementing entities for accreditation; and the preparation of prioritized programs/projects for submission to GCF.

 Sub-Activity 2.1.4 of the GCFRP indicates development of an interactive web platform for knowledge management and monitoring of climate investments as a specific task for Output 2. (Develop a pipeline of prioritized climate change programs/projects ready for submission to GCF (UNDP Component).  With the transfer of NDA from the Department of Environment and Natural Resources (DENR) to Climate Change Commission (CCC), a service provider is being procured to work with CCC on the development of the said website.

Scope of Work

The Content Manager will closely work with the Communications Officer and Website Developer of the GCFRP, and the Information and Knowledge Management (IKM) unit of CCC on the development and implementation of the overall website content strategy of the GCF in the Philippines website (referred to as the website in this document) given CCC’s roles and vision as the country’s National Designated Authority (NDA) for GCF.

Specific Tasks:

With GCFRP’s Communications Officer and Website Developer, and IKM head of CCC, the Content Manager has the following specific tasks:

  • Facilitate discussions among CCC units and GCFRP PMU on website content development and related activities;
  • Develop the content outline of the website;
  • Develop the site map of the website;
  • Develop/create/produce the website content and ensure appropriate content presentation, content placement and content quality;
  • Develop a Content Management Manual that will serve as reference for the IKM Unit of CCC on managing the website; and
  • Provide capacity-building for the IKM unit on the management of the website to ensure sustainability of use.

Institutional Arrangement

The IC shall be engaged and directly paid by UNDP.

The Content Manager will be reporting directly to the National Coordinator of the GCFRP who will monitor, review and approve her/his outputs and evaluates his/her over-all performance. The Focal Point of the NDA for GCF shall approve and monitor the outputs of the Content Manager.

Duration of work:

To undertake the tasks, procedures and expected outputs, the Content Manager shall be engaged for a period equivalent to 2 months commencing upon signing of the contract and will be valid until all outputs have been delivered and accepted.

The target start-of-work date is 10 October 2018 and the expected completion date is 9 December 2018.  

Duty Station

The assignment is based in Manila. Official travels shall be approved by the Focal Point of the NDA for GCF.  The Content Manager will be engaged on an output-based arrangement.

Schedule of Payments:

The consultant is required to submit a financial proposal indicating a monthly rate, exclusive of travel costs (if any).

25% - Upon submission and acceptance of the content outline and site map of the website;

50% - Upon submission and acceptance of  completed website content

25% - Upon submission and acceptance of Content Management Manual and upon conduct of capacity-building on content management for related CCC units

QUALIFICATIONS

Education:

  • A University degree in Development Communications or Mass Communication - 30%

Experience:

  • At least one year work experience demonstrating familiarity with government agencies and funding institutions; - 20%

  • At least five years of demonstrated experience on website content development, research, development of knowledge products on environment and climate finance - 30%

Language:

  • With excellent written and verbal communication skills in English language - 20% 

 

Criteria for selection process:

The offer will evaluated based on the Combined Scoring method:

- Qualifications - 40%

- Sample of work - 30%

- Financial Proposal - 30 %
