RFQ_31-Supply of Solar Panel to Com Radio Stations
Overview :

Please note that deadline for submission is on 18 October 2018

Please find bellow the answers to provide to JHG Solar,

As it is mention in the Technical Specifications the design should be based on the equipment electrical materials and the hours of use per day and we don’t find this hours on the annex

Is it possible to get this data or should be estimated the hours of use ? Yes it is possible to do an estimation. As for example, some items will be on use 24h a day (ex : frizer), but some others will only be a few hours, for example all the items for radiodiffusion. We estimate that for the following radios : SANCORLA, LAMPARAM, TOMBALI,  KOSSENA, the diffusion is around 3 to 4 hours a day. For the last radio, in the capital, the hours of use are around 6h per day.

Additionally we see the a estimation of the system for the project approved in 2014 in la Ilha Formosa for 9000Wp, 1 inverter 4 KW m Regulador 80 A , 24 units 2V/1500Ah Batteries

We could check this system size and offer it for the 5 Locations if the time of the offer is  fix at 11th of October 5, 2018. It is possible for the 4 following radios (SANCORLA, LAMPARAM, TOMBALI,  KOSSENA). But the consumption is higher in the last one ( the one in Bissau).

You can find the answers in attached, nevertheless, I want to insist in some very important points to me :

  1. Question 6 states that payment is 50% + 50% instead of 100% at arrival. Companies can propose amount to be paid upon delivery of solar panels and installation can be paid after the installation work is completed and tested.
  2. I think that you should be the one answering to question 3 to 6, (see response to question#1).
  3. Please give more time to the applicants to submit their offer. Increase by 2 weeks the delay of suggestions, cause it is a very important subject and we shall receive qualitative offers. 1 week deadline extension - 18/10/2018
  4. Please inform the applicants on the website that one of the radio will be change. The Klele radio/TV will not benefit anymore from the panel solar. Instead, the future multimedia center will benefit from them, but they will have more or less the same capacity. Thus, the center is not yet built, so it will have to be evaluated and install after the other 4 radios I guess.
