A.Background The Government of the Republic of the Philippines (GPH), through the Office of the Presidential Adviser on the Peace Process (OPAPP), has partnered with the United Nations Development Programme (UNDP) to implement a project entitled “Support to Peacebuilding and Normalization” (SPAN). SPAN aims to contribute towards sustaining the gains of the Government’s peace process, and in ensuring peace and security in conflict-affected areas by: (a) accelerating the implementation of the security and socio-economic aspects of the Normalization Annex of the GPH-Moro Islamic Liberation Front (MILF) Comprehensive Agreement on the Bangsamoro (CAB); and, (b) strengthening the enabling environment for peace, recovery and development. The UNDP-SPAN Programme intends to accelerate the utilization of the project funds for implementation through the assistance of the UNDP in the Philippines. This program has several components associated to the normalization process of the on-going peace agreement between the Philippine government and the MILF. SPAN is composed of four (4) components: (1) Component 1: Support to the Implementation of the Security Aspect of Normalization; (2) Component 2: Support to the Implementation of the Socio-Economic Aspect of Normalization; (3) Component 3: Strengthening the Enabling Environment for Peace, Recovery and Development; and, (4) Component 4: Social Healing and Peacebuilding Programme for Marawi. One of the activities identified under Component 1 is the construction of Joint Peace Security Team (JPST) Stations using the preliminary plans provided by the JPST. The JPST Stations will be located in five (5) identified areas to serve as the headquarters and clearing house for the deployment of JPST members. The construction of these stations warrants the services of a licensed civil engineer to provide sound advice and guidance from pre-construction works, bidding process up to contract award for construction. B.Functions/Key Results Expected Under the overall guidance of the SPAN Project Manager, the Civil Engineer will carry out the following tasks: Functions/Key Results Expected - Conduct site visit and inspection of the proposed five (5) sites for JPST Stations and provide the necessary site inspection report including the list of all necessary documents needed for construction to proceed;
- Prepare the Tender Documents including but, not limited to the Terms of Reference and Scope of Work for the construction of five (5) JPST stations including site development and bullet proofing arrangements based on “Design and Build” Modality;
- Participate in Pre-Bid meetings and other meetings during the bidding process;
- Assist in the preparation of Supplemental/Bid Bulletins and clarifications to Bidders;
- Ensure that all bidding documents are in accordance with UNDP standards and regulations;
- Evaluate submitted proposals and recommend to the Evaluation Committee the most responsive, complying and advantageous bid;
- Prepare and roll-out of monitoring and quality assurance guidelines/checklist/templates which members of OPAPP-UNDP SPAN Project Team can use to ensure that: (a) structures are built according to specifications and prescribed standards; (b) Variation Orders are duly noted and defects rectified; (c) Bid Bonds/Performance Bonds/Warranty Bonds/Insurances are submitted/updated, whichever is applicable; (d) Projects are implemented on schedule and within budget; (e) Safety measures are implemented onsite; and (f) all contract provisions, especially defects liabilities, are enforced;
- Reporting/Communications: prepare regular briefings and reports to UNDP and OPAPP; and
- Render other services as may be necessary in coordination with OPAPP and in line with the Project

E. Institutional Arrangement The Civil Engineer will work under the overall guidance of SPAN Project Manager, UNDP. Joint monitoring of this project will be undertaken by OPAPP and UNDP, with OPAPP providing inputs to the issuance of certificates of acceptance for the outputs of the Civil Engineer. The Civil Engineer is expected to submit outputs and reports to UNDP based on existing guidelines and agreed schedules. F. Duration of the Work The Civil Engineer will be contracted for 40 man-days spread over October to December 2018. G. Duty Station The Civil Engineer is not required to report on a daily basis at the OPAPP Cotabato City office. However, he/she should be willing to travel to areas where the projects are located. He/she is also expected to attend meetings relative to the project. H.
