A.Background

The Government of the Republic of the Philippines (GPH), through the Office of the Presidential Adviser on the Peace Process (OPAPP), has partnered with the United Nations Development Programme (UNDP) to implement a project entitled “Support to Peacebuilding and Normalization” (SPAN). SPAN aims to contribute towards sustaining the gains of the Government’s peace process, and in ensuring peace and security in conflict-affected areas by (a) accelerating the implementation of the security and socio-economic aspects of the Normalization Annex of the GPH-Moro Islamic Liberation Front (MILF) Comprehensive Agreement on the Bangsamoro (CAB) and (b) strengthening the enabling environment for peace, recovery and development.

The UNDP-SPAN Programme intends to accelerate the utilization of the project funds for implementation through the assistance of the UNDP in the Philippines. This program has several components associated to the normalization process of the on-going peace agreement between the Philippine government and the MILF. SPAN is composed of four (4) components: (1) Component 1: Support to the Implementation of the Security Aspect of Normalization, (2) Component 2: Support to the Implementation of the Socio-Economic Aspect of Normalization, (3) Component 3: Strengthening the Enabling Environment for Peace, Recovery and Development, and (4) Component 4: Social Healing and Peacebuilding Programme for Marawi.

One of the activities identified under Component 2 is the implementation of Quick Response Projects in six (6) previously acknowledged MILF camps, namely; Camp Abubakar-as-Siddique (Maguindanao), Camp Badre (Maguindanao), Camp Omar (Maguindanao), Camp Rajamuda (Maguindanao & North Cotabato), Camp Bushra (Lanao del Sur), and Camp Bilal (Lanao del Norte). The implementation of Quick Response Projects in these areas is part of the Confidence-Building and in line with the socioeconomic components of the Normalization component of the Comprehensive Agreement on the Bangsamoro (CAB). Recently, SPAN Programme contracted the services of the Bangsamoro Development Authority (BDA) to conduct social transformation and assessment of quick impact projects that are relevant and most needed in these identified areas. The assessment resulted in the list of projects that needs to be implemented. The implementation of these projects warrants the services of a resident civil engineer to provide sound advice and guidance from pre-construction works, bidding process to contract awarding and completion of the construction works.

The engagement of the Consultant will be in 2 Phases.  Phase 1, which is the subject of this Terms of Reference, will cover the pre-construction phase up to award of the construction contract while Phase 2 will involve Construction Supervision and Management.

The Quick Response Projects may involve the construction of Level 2 Water Systems, Solar Dryers, Coco Grills, Solar Powered Water Systems, Box Culverts, Community Centers with Solar Dryers, Hanging Bridges, Core Shelters, among others.  It is envisioned to Ground Break in December 2018.

B.Functions/Key Results Expected

Under the overall guidance of the SPAN Project Manager in coordination of OPAPP Assistant Secretary for Policy and Programs, the Resident Civil Engineer will carry out the following tasks:

Functions/Key Results Expected for Phase 1

  • Conduct site visits/inspections of the areas where the Quick Response Projects will be located;
  • Secure copies of Land Titles, Lease Agreements with the owner, whichever is applicable, and other proofs of legal documents allowing the use of the land for the purposes identified therein;
  • Assist in the preparation of Work and Financial Plans and prepare schedules of project implementation;
  • Prepare Tender Documents necessary to Bid Out the identified Quick Response Projects through the Design and Build Modality;
  • Participate in Pre-Procurement Meetings, Pre-Bid Conference(s), and other Meetings  during the bidding process;
  • Asssist in the preparation of Supplemental/Bid Bulletins and clarifications to Bidders;
  • Ensure that all bidding documents are in accordance with UNDP standards and regulations;
  • Evaluate submitted proposals and recommend to the Evaluation Committee the most responsive,complying and advantageous bid;
  • Ensure the preparations and legwork the approval of all necessary permits in case of direct implementation, and/or identify all necessary permits necessary to implement the identified Quick Response Projects and ensure that the winning contractor secure all necessary permits;
  • Prepare and roll-out of monitoring and quality assurance guidelines/checklists/templates which other members of OPAPP-UNDP SPAN Project Team can use to ensure that: (a) structures are built according to specifications and prescribed standards; (b) Variation Orders are duly noted and defects rectified; (c) Bid Bonds/Performance Bonds/Warranty Bonds/Insurances are submitted/updated, whichever is applicable; (d) Projects are implemented on schedule and within budget; (e) Safety measures are implemented onsite; and (f) all contract provisions, especially defects liabilities, are enforced;
  • Reporting/Communications: prepare regular briefings and reports to UNDP and OPAPP; and
  • Render other services as may be necessary in coordination with OPAPP and in line with the implementation of the Quick Response Projects.

D.Institutional Arrangement

The Resident Civil Engineer will work under the overall guidance of SPAN Project Manager in coordination with OPAPP Assistant Secretary for Policy and Programs, and the GPH Task Force for Camps Transformation (TFCT) Secretariat.

Joint monitoring of this project will be undertaken by OPAPP and UNDP, with OPAPP providing certificates of acceptance for the outputs and deliverables of the Resident Civil Engineer. The Resident Civil Engineer is expected to submit outputs and reports to both OPAPP and UNDP based on existing guidelines and agreed schedules.

E.Duration of the Work

The Civil Engineer will be contracted for approx. 2 months from November to December 31, 2018.

F.Duty Station

This Consultancy is based in OPAPP Office in Cotabato City.  However, he/she should be willing to travel to areas where the projects are located. He/she is also expected to attend meetings relative to the project.

H.Scope and Price Proposal and Schedule Payments

The outputs of the Resident Civil Engineer shall be submitted to the Assistant Secretary for Policy and Programs (OPAPP) and endorsed to the Team Leader of the Resilience and Peace Building Unit (UNDP) for payment processing.
