Overview :

The United Nations Development Programme (UNDP) Mongolia is seeking an institution or legal entity in organizing a Study tour in Japan for delegation of Mongolia during the beginning of December 2018. Therefore, UNDP Mongolia is inviting all interested institution and entities preferably from Japan and Mongolia to submit their offer. 

The detailed information can be found in the Terms of Reference (ToR) which is attached hereto as annex 1. The Offerors are strongly recommended to thoroughly examine the ToR in preparing your technical and financial proposals.

Your Proposal must be prepared in accordance with the template of UNDP, which is attached hereto as annex 2, expressed in the English language and valid for a minimum period of 90 days.

Proposal including following documents must be submitted electronically on or before 11 a.m., 5 November 2018, (Ulaanbaatar time) at the e-mail address bids.mn@undp.org with the subject line RFP-2018-024 Study tour to Japan.

         a) Profile – describing the nature of business, field of expertise, licenses, certifications, accreditations; 

         b) Business Licenses – Registration Papers, Tax Payment Certification, etc.

         c) Track Record – list of clients for similar services as those required by UNDP, indicating description of contract scope, contract duration, contract value, contact references;

         d) Written Self-Declaration that the company is not in the UN Security Council 1267/1989 List, UN Procurement Division List or Other UN Ineligibility List.

         e) The Service Provider must describe how it will address/deliver the demands of the ToR; providing a detailed description of the essential performance characteristics, reporting conditions and quality assurance mechanisms that will be put in place, while demonstrating that the proposed methodology will be appropriate to the local conditions and context of the work.

         f)  Names and qualifications of the key personnel that will perform the services indicating who is Team Leader, who are supporting, etc.;

        g) CVs demonstrating qualifications must be submitted if required by the RFP; and

        h) Written confirmation from each personnel that they are available for the entire duration of the contract.

        i) Financial Proposal that indicates the all-inclusive fixed total contract price, supported by a breakdown of costs in USD

The UNDP General terms and Conditions for service attached hereto as annex 3 will apply to the contract.

UNDP will reserve the right to accept or reject, in part or whole, any or all of the proposals at any time without assigning any reason.
