Concretely, the study will look at clusters of beneficiaries and the package of services they had received through PAMANA and inquire into how this may have contributed to the peacebuilding and developmental objectives of the program. As PAMANA is an ongoing program, variations as to project status provide room for assessing both outcomes and process: distinctions must be made as data are gathered and analyzed. The evaluation also aims to (2) further enhance the existing process and mechanism that facilitates program assessments. Findings from the evaluation will help identify good practices and remaining gaps, which can serve as an input into future PAMANA programming and strengthen OPAPP’s CSPP monitoring and evaluation of the impact of PAMANA. To contribute to improving how PDP-level indicators are captured, this study will likewise develop recommendations on the kind of data that NGAs should be collecting to get a better sense of how the program may be contributing to PDP-level outcomes.
