In line with its Country Programme Document (CPD) for the period 2018-2022, the United Nations Development Programme (UNDP) in Jordan supports activities that address poverty, inequality build or strengthen resilience and promote inclusion. It does it by supporting initiatives that foster an enabling environment for the generation of livelihoods and jobs, with a focus on vulnerable youth, women, host communities and refugees in crisis-affected areas. These activities include emergency employment schemes, skills development programmes, and the promotion of entrepreneurship, microbusinesses and employment facilitation. UNDP aims to design and implement resilience-based development solutions for local economic recovery as well as equitable access to financial services by all, so as to ensure no one is left behind in Jordan.

Additionally, inclusive participation and sustainable development, including livelihoods and decent work/employment, are among the key building blocks for the prevention of violent extremism (PVE) and strengthening social cohesion in Jordan. To reduce the risk of violent extremism, the role of civil society should be empowered as CBOs can act as change agents in the communities. Through supporting and empowering CBOs in underprivileged areas, they will be better positioned to effectively collaborate with communities and government officials , and provide the following services to the citizens: 1) active access to policy dialogue; 2) participation in policy making processes; 3) building strategic networks; and 4) development of citizens’ skills and knowledge to interact with local authorities for the issues related to rights to employment and decent work as well as reforms to labor registrations, licensing and policies.

UNDP aims at assessing the current needs for livelihoods and employment-related opportunities in target communities, so that CBOs can contribute more effectively in their support to the target population. etc. Furthermore, UNDP proposes to undertake a needs assessment process to design an evidence-based capacity building programme for the empowerment of civil society and communities. This is to further support the effective development and implementation of community-based initiatives/projects to address key issues related to livelihoods and employment. Civil society organizations will also be part of the capacity building schemes, to facilitate communities’ engagement in policy dialogues and discussions with local and regional government officials. Since 2015, UNDP has been working closely with multiple CBOs in various governorates in Jordan and is currently establishing a national consortium of civil society entities to enhance social cohesion and prevent violent extremism. Therefore, by assessing and advocating for the communities’ needs on livelihoods, UNDP hopes to set up strategic partnerships with civil society organizations and enable them in building community resilience through livelihoods interventions.
