One of the Outcomes under the UNDP Country Programme Document (CPD) for the period 2018-2022 is to develop effective mechanisms for sustaining peace and human security at national and community levels and to support activities to enhance access to justice and frameworks for legal aid with a special focus on marginalized and vulnerable groups, in line with Goal 16 of the Sustainable Development Goals that aims to achieve “equal access to justice for all”. A three-year project on “access to justice and community security” was implemented by UNDP from 2015 to 2018 with the following Outcomes: 1) enhancing community security and cohesion in host communities and strengthening the capacities to prevent crime and reduce violence; 2) improving access to justice, with a focus on legal aid, in host communities and other critical areas in Jordan and supporting the institutionalisation of a legal aid framework. The evaluation of this project highlighted the importance of building on this work to address continued challenges on access to justice and their link to broader Rule of Law (ROL) issues, including human rights. An International Rule of Law Specialist is currently deployed to Jordan to design and develop a new ROL project, building on the achievements of the previous project and in the light of the most recent developments in the Justice Sector. Areas of intervention are in the process of being identified and will require a series of preliminary assessments, meetings and eventual round tables with key justice actors. UNDP wishes to engage a National Consultant as a Rule of Law Expert to provide expert advice and assistance to the design and development of a ROL programme.
