The Procurement Team of the United Nations Development Programme (UNDP) invites contractors to bid for the Supply, Delivery and Installation of Solar Power Systems (Off-Grid) for Selected Communities and Households in Six (6) Previously Acknowledged Moro Islamic Liberation Front Camps (MILF) Camps.

The SPAN Programme seeks to contribute towards sustaining the gains of the peace process, and in ensuring peace and security in conflict-affected and conflict-vulnerable areas in the Bangsamoro. In particular, socio-economic development programs are being instituted to address the needs of Bangsamoro Islamic Armed Forces (BIAF) members, internally displaced persons (lDPs) and poverty-stricken communities in the Bangsamoro. Towards this end, the GPH and MILF Parties through the Joint Task Forces on Community Transformation (JTFCT) are undertaking necessary measures to support the transformation of the six (6) previously acknowledged MILF camps, namely: (1) Abubakar-as-Siddique in Maguindanao; (2) Badre in Maguindanao; (3) Omar Ibn al-Khattab in Maguindanao; (4) Rajamuda in North Cotabato; (5) Bushra Somiorang in Lanao del Sur; and, (6) Bilal spanning Lanao del Norte and Lanao del Sur.

Among the various interventions identified under this Programme to continue the camps transformation is the off-grid electrification of selected communities and households in the six camps. This project is a continuation of a similar initiative in the first semester of 2017 whereby the JTFCTs, through a solar power system (SPS) Supplier, completed the installation of 3,001 solar-powered facilities in 2,728 households and 273 communal facilities, to include schools, madaris, mosques, orphan care centers, day care centers, multi-purpose centers and a bridge, among others, within the aforementioned camps. For this phase of the SPS (Off-Grid) Project, SPAN needs to procure, deliver and install the remaining commitment of 597 SPS kits in the six camps and its communities. UNDP—being the implementing partner of OPAPP for SPAN and UNDP—will facilitate the procurement of the SPS kits and their subsequent installation at the camps in coordination with the JTFCTs.

UNDP reserves the right to reject any or all the bids, waive any defect or informality therein, accept the bid and award the contract to the most advantageous offer to the UNDP, for and in behalf of the project.  UNDP assumes no responsibility to compensate or indemnify the bidder for any expense or loss that may be incurred for the preparation of bids, nor does it guarantee that an award will be made.
