1.Background and Project Description 

 

As a Small Island Developing State (SIDS), the Republic of Marshall Islands (RMI) has a strong dependence on natural resources and biodiversity not only for food and income. The Marshallese relationship with the islands forms the basis of its culture and way of life which has developed in harmony over thousands of years. In the face of global threats, RMI still has pristine waters and coral reefs that contribute to ecosystem services and livelihoods. In recognition of the importance of its natural assets, RMI together with other SIDS responded to global conservation targets through the Micronesia Challenge and specifically for its part, it prepared Reimaanlok to serve as a clear roadmap of the way forward.

 

This project aims to support operationalizing the Reimaanlok – the National Conservation Area Plan, adopted in 2008 to effectively conserve at least 30% of the nearshore marine resources and 20% of the terrestrial resources across Micronesia by 2020. The project objective is to sustain atoll biodiversity and livelihoods by building community and ecosystem resilience to threats and degrading influences through integrated management of terrestrial and coastal resources. The principles and processes outlined in Reimaanlok will be implemented in 5 islands/atolls, the lessons from which will guide replication in other sites.

 

The project “Reimaanlok – Looking to the Future: Strengthening natural resource management in atoll communities in the Republic of Marshall Islands employing integrated approaches” (henceforth “the RMI R2R project”) has been designed to assist the Government to sustain biodiversity and livelihoods by building community and ecosystem resilience to threats and degrading influences through integrated management of terrestrial and coastal resources in priority atolls/islands. The project seeks to address the current barriers through three complementary outcomes:

  1. Delineating conservation areas in 5 outer islands to meet Reimaanlok targets and contributing to the Micronesia Challenge and Aichi targets.

  2. Supportive policies, institutions and communities in place to ensure successful implementation of the Reimaanlok vision

  3. Accessible data and information systems and improves linkages and collaboration with regional initiatives, including the Pacific R2R program, to support adaptive management of the biodiversity in RMI

 

To be able to work towards achieving the three components, the approach adopted by the project is to 1) support the implementation of conservation areas 2) support development of relevant legislation for atoll management, 3) strengthen information sharing mechanisms.

 

Accordingly, the project is now looking for a Website designer (Individual consultant) to create a microsite for the project. This will be important to capture and disseminate information of the project activities and achievements that will be available in the public domain and for stakeholders including government of RMI and UNDP. 

 

2.Scope of Work  

 

The consultant will design the microsite for the RMI R2R project. Over a period of 30 working days, the consultant is to plan and develop a final microsite for the project.

 

The consultant is expected to work with the Project Implementation Unit and government of RMI focal points, which is the Office of the Environment Planning and Policy Coordination in the process of developing the site.

 

 

The work to be undertaken will be based on these specifications:

 

  1. To be built as an independent microsite using Word Press or a similar reliable, cost-effective and simple to use platform[1].

  2. Theme to be determined. Project logo to feature, along with Global Environment Facility Government of RMI and UN Development Programme logos

  3. Google Analytics to be set up

  4. Mobile compatibility essential

  5. Please include hosting and domain cost

  6. Flexibility to add pages to the main navigation in future

  7. Documents to be hosted on UNDP Pacific website and/or UNDP Adaptation Portal, while photos and videos to be hosted on Flickr and YouTube (RMI R2R accounts to be created)

  8. Videos and photos to be hosted on YouTube and Flickr; documents/reports on UNDP Pacific and Adaptation Portal; linked to from RMI R2R project website

 

 

3.Expected Outputs

 

It is expected that the work will result into the development of a website for the RMI R2R project.

 

4.Deliverables and Timeline

 

The consultant will be responsible for the delivery and technical quality of the final product. All deliverables shall be submitted to UNDP Pacific Office in Fiji in accordance with the following timeline:

5.Institutional Arrangement

 

The consultant will work under the Resilience and Sustainable Development unit and will be directly supervised by the Project Manager, RMI R2R Project and work closely with the PIU Team in Suva and Majuro.,

 

Role of the consultant

  • The consultant is responsible to provide his/her technical expertise to produce the expected outputs;

  • The consultant shall cover all the related cost during the assignment period.

  • The consultant shall be responsible for his / her lodging in the field.

  • The consultant shall report on and submit the above deliverables under this assignment to the assigned person, acting as the focal point for the project.

  • The consultant needs to maintain daily communication with the PIU as and when problems emerge during the consultancy period, especially if they affect the scope of the job.

 

Role of UNDP focal person/team

  • The RMI R2R Deputy Project Manager will provide overall quality assurance for this consultancy on behalf of UNDP;

  • The Deputy Project Manager unit will review deliverables for payment release;

  • The Deputy Project Manager will act as the focal person to interact with the consultant to facilitate the assignment, to facilitate the field mission, to facilitate the review of each outputs and ensure the timely generation of the comments from stakeholders on each output.

     

6.Duration of the Work

 

This assignment is expected to be finalized at a maximum of 30 working days, spread from the February 18 to April 2 ,2019.

 

 

7.Duty Station

 

The consultant will be based with the Office of Environmental Planning and Policy Coordination, at Level 5 Mako Building in Majuro, Marshall Island.

 

8.Minimum Qualifications of the Individual Contractor

 

Qualification

University degree in, Computer Sciences, graphic design or related

field. Advanced degree and certification in Graphic /web designing will be an advantage

 

Professional Experience

 

  • Proven Work in the Past (provide evidence) in developing Website
  • Editorial skills – as it deals with content management or developing web
  • Experience in working with government agencies, NGO’s or UNDP would be an added value. (relevant)
  • More than 7 Years working experience in this Field

Other Competencies

  • Time management (in managing deliverables);

10.Payment Milestone

 

The consultant will be paid on a lump sum basis (all-inclusive of expense relate to the above assignment including travels outside and inside the duty station) under the following installments.

Proposal Submission

Offerors must send the following documents.

 

i) Signed CV including names of at least 3 referees.

 

ii) Cover letter setting out: A statement of how the applicant meets the qualifications and experience requirements.

 

iii) Completed template for confirmation of Interest and Submission of Financial Proposal

 

Applicants must send a financial proposal based on a Lump Sum Amount. The total amount quoted shall be all-inclusive and include all costs components required to perform the deliverables identified in the TOR, including professional fee, travel costs, living allowance (if any work is to be done outside the Individual Consultant´s duty station) and any other applicable cost to be incurred by the Individual Consultant in completing the assignment. The contract price will be fixed output-based price regardless of extension of the herein specified duration. Payments will be done upon completion of the deliverables/outputs.

 

In general, UNDP shall not accept travel costs exceeding those of an economy class ticket. Should the Individual Consultant wish to travel on a higher class he/she should do so using their own resources.

 

In the event of unforeseeable travel that is not anticipated in this TOR, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective UNDP business unit and the Individual Consultant, prior to travel and will be reimbursed.
