Overview : Terms of Reference National Sustainable Transport Specialist Philippines Green Climate Fund Readiness Programme Project Description: The primary objective of the Philippines Green Climate Fund Readiness Program is to support the Government of Philippines (GoP) in strengthening national capacities to effectively and efficiently plan for, access, manage, deploy, and monitor climate financing, in particular, through the Green Climate Fund (GCF). Specifically, the Program supports capacitation and empowerment of the National Designated Authority (NDA) to the GCF and relevant partner-government agencies. The Program also targets two important aspects of the GCF approach, namely: access to funds and private sector engagement, through the selection of national/sub-national implementing entities for accreditation; and the preparation of prioritized programs/projects for submission to GCF. One of the types of support provided by GCFRP to accredited and nominated Direct Access Entities (DAEs) is technical assistance on the development of Concept Notes and Project Preparation Facility (PPF) proposals for submission to GCF. Last October 2018, during the 21st GCF Board Meeting, the Land Bank of the Philippines (LANDBANK) was accredited by GCF as a DAE. Prior to this accreditation, GCFRP has started supported LANDBANK on the development of a Concept Note and associated PPF on sustainable transport, assisted by the International Accreditation Specialist. The sustainable transport project concept has been identified as one of the priority projects of LANDBANK in its portfolio of projects for development and submission to GCF. In consultation with the Department of Transportation, specifically with the Divisions on Road Transport and Infrastructure, and Planning, a Concept Note on the sustainable transport has been drafted. However, more in-depth discussions have to be conducted with the Road Transport and Infrastructure Division of DOTr and other stakeholders to firm-up the project design. Local data collection and consolidation is also needed to make the Concept Note and PPF more robust and responsive to the country’s needs. Given these, a National Sustainable Transport Specialist will be engaged to assist the International Accreditation Specialist in finalizing the Concept Note and PPF. Scope of Work The National Sustainable Transport Specialist will closely work with the International Accreditation Specialist and the National Coordinator of GCFRP. His/her work will also be monitored and approved by the Focal Point of the NDA for GCF and CCC’s Climate Finance Team Head. Specific Tasks: The National Sustainable Transport Specialist will have the following tasks: - Facilitate discussions among LANDBANK, DOTr and other stakeholders to firm-up the project design, including corresponding financial mechanism under the Concept Note and PPF on Sustainable Transport;
- Document consultations undertaken among LANDBANK, DOTr and other transport stakeholders;
- Develop/Strengthen the climate rationale of the Concept Note and PPF application through the conduct of data gathering and analysis, including relevant background on policies, institutional arrangements, current and potential financing mechanisms, and related transport programs/projects;
- Assist the International Accreditation Specialist in finalizing the Concept Note and PPF following GCF guidelines and eligibility requirements; and
- Prepare presentation materials on the Concept Note and PPF which can be used by LANDBANK and DOTr.

Institutional Arrangement The IC shall be engaged and directly paid by UNDP. The National Sustainable Transport Specialist will report directly to the National Coordinator of the GCFRP who will monitor, review and approve her/his outputs and evaluate his/her over-all performance based on feedback from the International Accreditation Specialist. The Focal Point of the NDA for GCF shall approve and monitor the outputs of the National Sustainable Transport Specialist. Duration of Work To undertake the tasks, procedures and expected outputs, the National Sustainable Transport Specialist shall be engaged for a period equivalent to 2.5 months commencing upon signing of the contract and will be valid until all outputs have been delivered and accepted. The target start-of-work date is February 12, 2019 and the expected completion date is April 26, 2019. Duty Station The assignment is based in Manila. Official travels shall be approved by the Focal Point of the NDA for GCF. The National Sustainable Transport will be engaged on an output-based arrangement. Qualifications Minimum passing score is 70 points, out of 100. Criteria for Selection of the Best Offer The offer will be evaluated based on a Combined Scoring Method where the qualifications will be weighted a maximum of 70% (with a minimum passing score of 70 out of 100 points), and combined with the price offer which will be weighted a maximum of 30% (to be computed as a ratio of the Proposal’s offer to the lowest price among the proposals received).
