REQUEST FOR PROPOSAL

The United Nations Development Programme (UNDP) invites companies/ firms to apply for eligibility and to bid for the “Development of National Evaluation Portal (Website and System)”

The project aims to develop a National Evaluation Portal that will serve as the repository of all evaluation studies commissioned by NEDA and other government agencies as well as those by development partners and other parties on government policies and programs. This online based Information Management System will also serve as a repository of government evaluation policies, guidelines, manuals, and training and learning materials; to provide links with external sources on evaluation; and to serve as an online platform that enables a community of practice (COP) to dialogue and exchange knowledge. Such public disclosure and engagement portal will be supported by an evaluation management tool which designated government officials or staff may use to manage evaluations, upload evaluations studies, terms of reference, and data, provide feedback on evaluation consultants and firms, provide updates on recommendations and management responses, among other functionalities.

The project requires the services of an IT Development Firm who shall provide NEDA and UNDP with application and website design and development services for the National Evaluations Portal. The firm shall first articulate the project stakeholders’ needs and ideas into a design, including user interface, user experience, specifications, and a working public prototype with lean features. Through an agile or iterative development approach, the firm will pursue the full development of the Portal with both front-end transparency and back-end evaluation management features. The Firm shall make use of open source tools and technologies for the portal development and deployment and shall temporarily provide cloud hosting services during development and for two (2) years after full deployment.
