Overview :

The United Nations Development Programme (UNDP) invites companies/ firms to apply for eligibility and to bid for the  Evaluation of the National Early Childhood Care and Development (ECCD) Program.

 

 

This evaluation seeks to contribute to the overall effort to strengthen ECCD interventions by looking at the ECCD system as defined in both policy and practice, assessing to the extent possible, how the system operates to contribute to PDP-level outcomes, and identifying what future impact evaluations might entail. To undertake this evaluation, UNDP requires the services of a Firm which specializes in designing and conducting rigorous evaluations in the Philippines and internationally. The said Firm, which may be a commercial consulting company or a non-profit institution (e.g., research outfit, academic institution, non-government organization, etc.) will be tasked to flesh out the design and implement a combination of quantitative and qualitative methodologies to answer the evaluation questions specified in this terms of reference (TOR).

The abovementioned event shall be accessible to all interested participants starting 3 February 2019 to 1 March 2019. Deadline of submission of bids will be on 1 March 2019, 3:00 PM, Philippine Time.
