  1. Background

The United Nations Development Programme (UNDP), acting as an implementing agency of the Global Environment Facility (GEF), is providing assistance to government of Djibouti in the implementation of the GEF Medium Size Project (MSP) “ Strengthening national capacities for improved decision making and mainstreaming of global environmental obligations ”.  Djibouti is fully committed to meet its obligations under the Multilateral Environmental Agreements (MEAs), with this project (among other related projects) intended to facilitate an important step towards developing the capacities in Djibouti for an effective national environmental management framework.

This Cross-Cutting Capacity Development (CCCD) project provides an opportunity to strengthen Djibouti’s institutional capacities to meet and sustain Rio Convention obligations.  This project directly addresses three main categories of articles under the three Rio Conventions, i.e., UN Framework Convention on Climate Change (Articles 4 and 5); UN Convention on Biological Diversity (Articles 12, 14, 17 and 26) and UN Convention to Combat Desertification (Articles 9, 10 and 16).  The project will be implemented through three strategically linked components, each of which contains a set of outputs with their respective activities.

  1. At the end of the project, each of the three components will result in an expected outcome, namely:  Enhanced capacities to mainstream, develop, and apply policies and legislative frameworks for the cost-effective implementation of the three Rio Conventions.
  2. Decentralization of global environment governance.
  3. Setting up and early implementation of an environmental management information system for improved monitoring and assessment of global environmental impacts and trends.
  4. Improving awareness of global environmental values.

This project conforms to the GEF 6 CCCD Strategy’s Operational Frameworks 1, 2, 3, and 4.The core strategy for CCCD projects utilizes a learning-by-doing approach to engage national stakeholders and encourage ownership of key cross-cutting issues facing the country in order to develop and implement feasible and replicable solutions.By mainstreaming and integrating global environmental priorities within targeted existing monitoring, evaluation and decision-making processes sustainability would be ensured.The project’s design uses the adaptive collaborative management approach, which is organized to ensure that representatives from all stakeholder groups are represented early in the decision-making process.The project approach of pursuing socio-economic and environmental improvements through capacity building, reformed policies, technological innovation, knowledge management, increased efficiency, financial mobilization, and enhanced awareness at a national and sub-national level is also in line with the post-2015 Sustainable Development Goals.

The overall objective of the this consultancy is to provide advisory services and technical assistance to the project team.The tasks of the International Capacity Development Specialist are focused on ensuring that the implementation of the technical aspects of the project is on a right track.

  1. Duties and Responsibilities

The consultant will work under direct supervision of the Project Manager. S/he will work closely with the Project Manager and relevant staff of EIEC to provide:

  1. Support in coordination and planning by:
  • Guiding and assisting in overall technical management of the project and ensuring that deliverables are of appropriate quality;
  • Guiding and assisting in the development of ToRs for national and international technical experts and organizations;
  • Advising during recruiting process on the selection of external technical experts and organizations, as needed;
  • Guiding and assisting in organizing technical committee meetings and stakeholder workshops (reviewing and commenting on the agenda, list of participants, meeting reports/minutes etc);
  • Advising on addressing critical situations, emerging or potential risks for achieving the project technical outputs, outcomes and objective during implementation of project, as needed;
  • Advising on reporting to the project board on the progress of implementation of the project and organization of technical meetings, as needed;
  • Participating /contributing to the project planning/design of annual work plan;

 

  1. Guidance and technical expertise by:
  • Reviewing and commenting on assessment methodologies or assisting on development of assessment/report methodologies as needed
  • Reviewing and revising work plan prepared under contractual services;
  • Reviewing  and commenting on prepared assessments/analysis and other reports;

 

  1. Consultancy on monitoring and evaluation by:    
  • Support to the preparation of project progress/monitoring/review reports as well as information releases in accordance with UNDP/GEF rules and procedures.   Particular attention will be given to supporting the collection of project performance indicators in accordance with the requirements under the Integrated Results and Resources Framework.

 

KEY DELIVERABLES:

 

  1. Technical advisory support to the key project workshops, including but not limited to the project inception workshop.  Input and facilitation to be provided in person and/or via Skype, as appropriate.
  2. Review and finalization of relevant Terms of References for the recruitment of consultants under the project
  3. Review and quality assurance of key project analyses and assessments carried out under the project
  4. Provide technical inputs on recommendations for structuring capacity development interventions per project activities, in particular those carried out under the following outputs:

1.2:  Learning-by-doing workshops to reconcile key environmental policies and legal instruments

1.3:  Working group meetings to negotiate best consultative and decision-making processes and draft appropriate memoranda of agreements;

1.4:  Learning-by-doing workshops on better practices for periodic reporting on Rio Conventions

2.3:  Baseline and end-of-project surveys on technical capabilities on Rio Convention mainstreaming; Training courses and workshops on Rio Convention mainstreaming

2.4:  Criteria for the selection of three sub-national areas for demonstrating Rio Convention ;mainstreaming, monitoring, and compliance; Learning-by-doing workshops to draft revised mandates and operational plans;

3.1:  National and sub-national awareness-raising workshops, policy dialogues, media workshops, and private sector sensitization workshops on global environmental issues as relevant to Djibouti; 

3.3:  Story-boarding a public service announcement on the three Rio Conventions.

3.5:  Working group meetings on improving agency websites on environmental governance

  1. Review and provide substantive input to key project reports directed to building individual and institutional capacities;
  2. Review and inputs on project progress reports, including the Capacity Development Scorecard.

 

  1. Expertise, experience and qualifications required

Education:

minimum level of Master’s degree in Masters degree in environmental sciences/policy/management or related field.

Experience:

  • At least 7-year of experience in providing technical advice or consultancy services in the field of environmental protection;
  • Proven experience in delivering consultancy in capacity building on the implementation of projects related to climate change.
  • Excellent understanding of monitoring and reporting obligations under UN Framework Convention on Climate Change, UN Framework Convention  on Biodiversity and UN Framework Convention Convection to Combat Desertification ;
  • Working experience with the UN or other international organizations on cross-cutting capacity development ;
  • Working experience with governmental institutions and non-governmental organizations in the field of environmental protection ;

Languages:

  • Knowledge of Both French (Fluency) and English (working knowledge) are required.  

Competencies:

  • Leadership and Entrepreneurship;
  • Demonstrated ability to effectively plan, organize and implement activities;
  • Strong ability to coordinate and work as a team, including in complex environments;
  • Demonstrated experience in participatory processes and facilitating dialogue between government, private sector and civil society;
  • Good communication skills;
  • Ability to work in complex, multi-stakeholder project environments;
  • Strong oral and written communication skills

Proposed Payment Modality

Payments will be made in instalments upon successful acceptance of deliverables by DESD and UNDP CO upon submission of Certificate of Payments.

Duty Station

The assignment is home base with missions to Djibouti. The work assignment location in Djibouti will within the Department of the Environment and Sustainable Development (DESD). DESD will provide offices and the Internet to the international consultant in Djibouti. DESD will provide the means of transport to engage in dialogue with stakeholders in the proposed areas of intervention.

Technical Proposal:

  • Offerors are instructed to submit their financial proposals in US Dollars for this consultancy using the financial proposal template by the deadline of the application.
  • Financial proposals must indicate a daily fee. The daily fee in the financial proposal must consider the various expenses the applicant expects to incur during contract, including:
  • The Daily Professional fee
  • Communications, utilities and consumables
  • Life, health and any other insurance
  • Any other relevant expenses, if any, related to the performance of services under the contract

Evaluation, selection criteria and process

Criteria for Selection of ICs

All Offerors will be initially screened against the minimum requirements as specified in section 4. Only those Offerors who meet the minimum level of education (Master), relevant years of experience requirements (7 years minimum) and minimum languages requirements (English ) will be longlisted and considered for the technical evaluation against the following criteria:

  • Criteria 1. A minimum level of Master’s degree as requested 20 points
  • Criteria 2. experience in proving capacity building related to Climate Change of 20 points total.
  • Criteria 3. Experience in working with any  UN/UNDP Framework Convention on Climate Change, in local or international level. In local (10 point) and international shall be 10 more point maximum 20 point
  • Criteria 4. Methodological note (with relevance to the role) (10 points)

The technical evaluation will include a desk review and may also include interviews and technical tests if necessary.

ONLY the Offerors obtaining the minimum of 49 points (70% of total 70 points) for the technical

criteria shall be considered for the Financial Evaluation:

Financial proposals must indicate a daily fee, as per AnnexII

The cost for air travel and living cost for any official travel during the IC period should NOT be included in the daily rate. Such travel cost will be borne by UNDP if such travel will be required.

Award will be made based on Combined scoring method

Technical Proposal will be weighted a maximum of 70% (max 70 points) and combined with the price offer which will be weighted a maximum of 30% (max 30 points).
