Project Name: Pacific Risk Resilience Programme

Duty Station: Suva based with travel to selected countries

The IC is expected to be engaged for a year with possible extension for additional 2 years subject to satisfactory performance. Period effective from 1 April 2019 to 31 March 2022.

Incomplete, late and joint proposals will not be considered and only offers for which there is further interest will be contacted. Note on Long Term Agreement (LTA):

UNDP Pacific Office  shall enter into an on-exclusive long term agreement (LTA) with the selected consultant(s) and shall provide specific deliverables and time frames for each task, as and when required. Prospective individuals are requested to take note of the following:

Long Term Agreement is a mutual arrangement between UNDP and an individual to provide the required services at prescribed prices or provisions over a period of 12-36 months, with extension on a yearly basis based on satisfactorily performance. UNDP reserves the right to rescind the agreement during that period should performance of the consultant not meet its requirements

Under a Long Term Agreement, UNDP does not warrant that any quantity of services shall be purchased during the term of this agreement. Where a request for services arises, UNDP shall directly contract the consultant based on its need to carry out those activities.

 

 

 

 

Objectives:

The overall objective of this assignment is to assist Government stakeholders at national and sub-national levels to integrate climate change and disaster risk into strategic planning, budgeting and decision-making processes. The outputs expected from this assignment to achieve this objective across all of the PRRP programming countries are as follows:

  1. Integration of risk in to the national and sub-national level planning process. This will focus on the development of products that identify and assess disaster and climate change risk, in national, sub-national and sector level planning processes;
  2. Integration of disaster and climate change risk in to the budget process - This will involve working with finance and planning Ministries on budget submissions, budget circulars and investment appraisal guidelines that have integrated disaster and climate change risks considerations.
  3. Strengthening accountability of disaster and climate change related investments -   This will involve working with government partners on budget tagging systems that measures allocation or spending on adaptation and mitigation as well as working on governance arrangements for increased accountability
  4. Manage Monitoring and Evaluation - to ensure accurate collection, documentation and analysis of information in a results-based and timely manner
  5. Report on progress and completion - annual work plans and log frames of the programme, in line with UNDP corporate requirements and the respective donor’s requirements
  6. Knowledge Management and Information Sharing. Developing knowledge products and undertaking awareness-raising on good and effective risk governance.

 

Background

The Pacific Risk Resilience Programme (PRRP) an Australian Government (DFAT) and Swedish International Corporation for Development Agency (SIDA) funded the Programme which is implemented by the United Nations Development Programme implemented in Fiji, Vanuatu, Solomon Islands and Tonga. The Programme will focus on strengthening governance mechanisms for Disaster Risk Management (DRM) and Climate Change Adaptation (CCA) at the sub-national and local levels in Solomon Islands, Vanuatu, Fiji and Tonga.

PRRP is now working to integrate gender sensitive responses to climate change within budget process in the programme countries. This will be in partnership with the UNDP Bangkok Regional Hub (BRH) and specifically through the ‘Strengthening the Governance of Climate Change Finance to Enhance Gender Equality’ programme. This work will build on existing PRRP work and partnerships as well as the Climate Public Expenditure and Institutional Reviews (CPEIR) that have taken place in the programme countries.

 

Scope of work/Expected Output

  1. Integration of risk into national and sub-national level planning processes:
  • Assess current risk integration in Strategic Development Plans, Corporate Plans, Annual Work Plans etc.;
  • Undertake consultation with relevant line ministries and partners to strengthen risk integration;
  • Develop guidelines and provision of training to relevant stakeholders on proposed changes; and
  • Develop and implement appropriate and relevant training materials for key beneficiaries of PRRP.
  1. Integration of disaster and climate change risk in to the budget process:
  • Conduct Climate Change Benefit Analysis of climate change investments
  • Undertake consultation with government ministries on budget proposals and submissions
  • Develop Climate Change and Budget Integration Index (adapted to include gender and human rights dimensions)
  • Synthesize lessons from piloting new integrated budgeting approaches to inform investment appraisal guidelines
  1. Strengthening accountability of disaster and climate change related investments
  • Develop and manage implementation of climate budget tagging systems within information management system of Minister of Finance
  • Working with parliamentarians on scrutinising climate change investment budget submissions to include gender and human rights.
  1. Supporting Monitoring and Evaluation 
  • Continuously monitors and assesses risks to the  programme; support to development of risk mitigation for the programme;
  • Carry out project analysis to capture lessons learned and ensure that risks are properly monitored and mitigated;
  • In coordination with the Programme Manager, review reports submitted, analyze results/lessons learned, research inputs and provide strategies for development of information via reports and briefs dissemination to stakeholders;
  • Provide inputs, as necessary, to the preparation of work plans, log frames and M&E plans; and
  • Support the identification and documentation of links, synergies, lessons learnt and good practices across the  programme that are useful in the institutional learning process and to increasing the results of the programme
  1. Report on progress and completion
  • Prepare quality and timely reports as required by UNDP and relevant donors, on the agreed formats, meeting high professional standards of English language skills, editing, formatting and presentation of the report;
  1. Ensures generation of knowledge products, sharing and diffusion of information
  • Preparation, production and dissemination of both routine and complex products (briefs, articles, power-point presentations, brochures, Q&As, websites, talking points, etc.,) that promote the strategic and timely flow of information and key messages about programme products and results for internal and external users; and
  • Work closely with partner organizations/ stakeholders on outreach and visibility components and sharing knowledge and good practices

 

Resources Provided

The consultant is expected to provide their own laptop and communications equipment. UNDP can provide desk space in Suva and will make arrangements for travel to Suva and other countries as required.

 

Supervision/Reporting

The consultant will report directly to the Programme Manager for the UNDP Pacific Risk Resilience Programme (PRRP) and will work in collaboration with other members of the PRRP team and key partners.

 

Requirement for Qualifications & Experience

  • At least 7 years’ experience in the management and implementation of risk informed planning and budgeting, adaptation to climate change; disaster response and recovery, and environmental management and permitting processes;
  • Advanced University Degree in social sciences or discipline relevant to environmental management and/or climate change;
  • Extensive experience with mainstreaming climate and disaster risk into development planning and budgeting at  national, sub-national and sectorial;
  • At least 5 years of extensive experience working in the Pacific region, particularly on mainstreaming climate and disaster risk into development
  • Excellent writing and drafting skills and experience for donor reporting, corporate reporting, resource mobilization and providing policy advice at the international, regional or national level;
  • Experience in integrating cross-cutting issues in to development planning and budgetary processes;
  • Knowledge and experience of mainstreaming gender and social inclusion is required
  • Fluency in English (written and oral) is essential and basic knowledge Pacific Island languages is preferable.

Financial Proposal

  • The IC shall quote an all-inclusive Daily Fee for this consultancy work. The term “all-inclusive” implies that all costs (professional fees, communications, consumables, etc.) that could be incurred by the IC in completing the assignment are already factored into the daily fee submitted in the proposal. If applicable, travel or daily allowance cost (if any work is to be done outside the IC’s duty station) should be identified separately.
  • Travel Expenses (Only full economy class fare permitted)

General Notes

  • The position may require the consultant to travel to other Pacific Island Countries. As and when travel for business purposes is required, UNDP will notify the consultant and agree upon the reimbursable travel costs including tickets, lodging and terminal expenses as per UNDP Policy on Individual Consultants.

Evaluation

Cumulative analysis

The proposals will be evaluated using the cumulative analysis method with a split 70% technical and 30% financial scoring. The proposal with the highest cumulative scoring will be awarded the contract. Applications will be evaluated technically and points are attributed based on how well the proposal meets the requirements of the Terms of Reference using the guidelines detailed in the table below:

When using this weighted scoring method, the award of the contract may be made to the individual consultant whose offer has been evaluated and determined as:

a) responsive/compliant/acceptable, and

b) having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Consultant must send a financial proposal based on a Lump Sum Amount . The total amount quoted shall be all-inclusive and include all costs components required to perform the deliverables identified in the TOR, including professional fee, travel costs, living allowance (if any work is to be done outside the IC´s duty station) and any other applicable cost to be incurred by the IC in completing the assignment. The contract price will be fixed output-based price regardless of extension of the herein specified duration. Payments will be done upon completion of the deliverables/outputs/number of days worked. The financial proposal has to have a breakdown of total cost.

In general, UNDP shall not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources

In the event of unforeseeable travel not anticipated in this TOR, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and the Individual Consultant, prior to travel and will be reimbursed.
