Request for Proposal: Services of a Public Relations Firm to Develop and Implement a Promotions Plan for the Year of the Protected Areas Campaign

The United Nations Development Programme (UNDP) invites companies/ firms to apply for eligibility and to bid for the abovementioned project.

Since 2014, the United Nations Development Program through its Biodiversity Finance Initiative (BIOFIN) Project, has been supporting the Philippine Government in articulating the financial resources it needs to maintain a healthy biodiversity portfolio in-country. In particular, BIOFIN in collaboration with Department of Natural Resources-Biodiversity Management Bureau has conducted the following assessments:  1) Policy and Institutional Review (PIR); 2) Public and Private Biodiversity Expenditure Review (PPBER); and 3) Finance needs assessment (cost and gap analysis of implementing Philippine Biodiversity Strategy and Action Plan (PBSAP)); and has prepared a finance plan.

Based on insights gained from the results of the three BIOFIN assessments, the finance plan acknowledges the importance of tapping additional financing to support the biodiversity agenda of the Philippines, mainly through its Philippine Biodiversity Strategy and Action Plan (PBSAP). One of the finance solutions that will be implemented is increasing visitation revenues from protected areas through the Year of the Protected Areas (PAs) Campaign. This finance solution is an information campaign seeking to increase awareness on the value of protected areas, instill an appreciation among the new generation of Filipinos on the beauty and heritage therein, and result to increased visitation rates. The information campaign will begin in 2019 and will culminate in “2020: The Year of the Protected Area in the Philippines” with the DENR partnering with the Department of Education, Department of Tourism, Commission on Higher Education, and state colleges and universities. A policy declaring the Year of the Protected Area shall be developed by 2020.

In this light, UNDP will engage the services of a public relations (PR) firm to develop and implement a promotions plan for this finance solution, which shall be anchored on the National Ecotourism Strategy and Action Plan of the Department of Tourism.
