Introduction: The Paris Agreement, adopted in December 2015, sets out a global action plan that puts the world on track to avoid dangerous climate change by limiting global warming to well below 2°C. It refers to NDC ‘Nationally Determined Contributions (NDCs) that each individual country should make to achieve the worldwide goal set to reduce emissions of greenhouse gases emissions. The NDCs which are also termed as ‘climate actions’ determine whether the world achieves the long-term goals of the Paris Agreement and to reach global peaking of greenhouse gas (GHG) emissions as soon as possible and to undertake rapid reductions thereafter in accordance with best available science, so as to achieve a balance between anthropogenic emissions by sources and removals by sinks of GHGs in the second half of this century. It is understood that the peaking of emissions will take longer for developing country Parties, and that emission reductions are undertaken based on equity, and in the context of sustainable development and efforts to eradicate poverty, which are critical development priorities for many developing countries. As part of this Agreement, all countries agreed to an enhanced transparency framework (ETF) for action and support (Article 13) which considers building mutual trust and confidence and to promote effective implementation of the Paris Agreement and the NDCs. The enhanced transparency framework demands substantial and immediate progress in countries’ domestic monitoring reporting and verification (MRV) systems and strategic de-carbonization planning. This entails moving from often disintegrated, not consistently updated and different-methodologies of data collection to integrated and robust systems. This requires countries to set up new transparency governance structures, develop and implement MRV methodologies, and update, implement, and integrate new data and information flows with pre- defined periodicity. A key condition for successful implementation of the Paris Agreement’s transparency requirements is the provision requiring adequate and sustainable financial support and capacity building to enable developing countries to significantly strengthen their efforts to build robust domestic and MRV processes. Uganda’s NDC seeks to help the country reduce vulnerability to climate change in priority sectors as well as contribute to greenhouse gas (GHG) emissions reductions in forestry and wetlands, energy, transport and waste sectors. Under the Paris Agreement, Uganda committed 22% GHG emissions reduction by 2030 compared to the BAU, contingent upon receipt of ongoing and planned international support to complement domestic efforts set out in the 2015 National Climate Change Policy. Uganda’s contribution is both fair and ambitious.  Energy and waste are one of the key priorities for Uganda to achieve its climate change mitigation targets. It priorities specific measures in energy supply, waste management practices such as the conversion of waste to energy to reduce greenhouse gas emissions and contribute towards sustainable development. Currently, 26% of Uganda’s population had access to electricity. By committing to increase Uganda’s renewable energy generation capacity by 2030 and prioritizing the construction of enabling infrastructure for the electricity sector, Uganda is not only reducing its emissions by approximately 3.2 Million tons Carbon dioxide equivalent per year, but also enabling greater access to reliable and sustainable energy for the 85% of Uganda’s population that live in rural areas, in turn, improving the livelihoods and health of rural populations. To build mutual trust and confidence and to promote effective implementation of Uganda’s NDC and, an enhanced transparency framework under the Paris Agreement, under the Low Emission Capacity Building (LECB) Programme phase II, now the NDC Support Programme, UNDP is supporting Uganda on the NDC implementation process by supporting the development of a Monitoring, Reporting and Verification (MRV) system and GHG inventory database for energy and waste sectors. The objective of this assignment is to develop an integrated MRV system and GHG emissions databases for the energy and waste sectors for Uganda’s NDC.
